    ARMENIAN FOREIGN MINISTER: THE FACT THAT TURKEY SEES IN CONSTITUTIONAL COURT'S DECISION PRECONDITIONS AND CONTRADICTIONS TO THE MAIN GOAL IS AMAZING AT LEAST

    ArmInfo. On the Armenian party's initiative, Armenian and Turkish
    Foreign Ministers Edward Nalbandian and Ahmet Davutoglu had a telephone
    conversation on Wednesday.

    The Armenian foreign ministry press-service told ArmInfo that
    Nalbandian expressed his bewilderment about the Turkish foreign
    ministry's Jan 18 statement on the decision of the Armenian
    Constitutional Court. The fact that preconditions and contradictions
    to the main goal have been seen in the Court's decision is amazing at
    least, he said. Nalbandian expressed his concern over the facts that
    no progress has been observed regarding ratification of the Protocols
    in Turkey so far.

    At the same time, the Turkish party regularly tries to raise
    preconditions and this creates an impression of searching artificial
    excuses and endangers the whole process of normalization of the
    Armenian-Turkish relations.

    Positively estimating the fact that with its Jan 18 statement the
    Turkish foreign ministry publicly confirmed the harmfulness of laying
    down preconditions, Nalbandian offered his Turkish counterpart to
    stay devoted to the letter and spirit of the Protocols and promote
    the process at a swift rate.

    He said that in Armenia the ratification process was not facing
    groundless delays. For example, the verdict of the Constitutional
    Court was passed a month before the schedule. Nalbandyan said that the
    protocols should be ratified and implemented as quickly as possible
    according to the obligations undertaken by the parites and the parties
    should not try to artificially wreck the process.
