    Commander Of The Air Defense Forces And Deputy Air Force Commander For
    Air Defense Sergei Razygraev Speaks About Development Of The United
    Air Defense System Of The Cis; Cis Countries Are Developing A Joint
    air defense system. The main efforts in improvement of the united
    air defense system are currently aimed at coordinated development of
    the national air defense systems on the basis of a unified military
    technological policy and principles of arrangement of air defense
    of the states, as well as their deep integration in the collective
    security regions.

    Tasks and conditions

    The united air defense system of the CIS member states was established
    on February 10 of 1995 on the basis of an interstate agreement signed
    by leaders of Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan,
    Russia, Tajikistan, Turkmenistan, Uzbekistan and Ukraine.

    However, joint defense of the airspace is done not by all countries
    that have signed the agreement. For example, Turkmenistan does not
    take part in activities of the united system and with Uzbekistan and
    Ukraine Russia has signed bilateral agreements on mutual cooperation.

    In accordance with the resolution of the council of defense ministers
    of the CIS member states, the group of forces of the united air defense
    system currently includes up to seven air defense brigades, up to
    50 air defense missile units armed with S-125, S-75, S-200 and S-300
    systems of various modifications, more than 20 fighter aviation units
    (MiG-29, MiG-31 and Su-27), the same quantity of units of electronic
    reconnaissance and electronic countermeasures units.

    All member states of the united air defense system of the CIS approved
    the terms of cooperation.

    The main of them are:

    - air defense forces and means of every country fulfill tasks of air
    defense of their territories independently and in interaction with
    air defense forces of the neighboring CIS countries;

    - interaction of forces and means of the united air defense system
    at junctions of the state borders, as well as in airspace of the
    CIS countries;

    - centralization of notification and commanding of actions of forces
    and means of the united air defense system from command posts of the
    air defense forces of the CIS member states and central command of
    the Air Force of Russia;

    - uniformity of the main requirements to combat readiness, combat and
    operational preparation of command bodies and air defense forces of
    the member states.

    During this period the air defense was actually revived in Armenia,
    Tajikistan and Kyrgyzstan.

    Due to efforts of the government, Defense Ministry and command of the
    air force and air defense forces of Belarus it was possible to preserve
    and to develop the air defense system of the country successfully.

    Kazakhstan has accumulated a very interesting experience of building
    of the air defense system and is currently starting its comprehensive
    modernization.

    Integration and broadening

    Evaluating the present condition of the united air defense system of
    the CIS it is necessary to point out that command and communication
    systems in general allow joint fulfillment of air defense tasks.

    The effort taken by the countries allowed preserving of mutual exchange
    of information among the central command post of the Russian Air
    Force, central command post of the air force and air defense forces
    of Belarus, central command of the air defense forces of Kazakhstan,
    command post of the air force of Ukraine and command post of the air
    defense and air force of Uzbekistan in the automated mode.

    Exchange of information with other countries is done in a non-automated
    mode.

    The central research institute of the Russian Defense Ministry in
    cooperation with the Moscow research institute of instrument automatics
    develops a universal system for automation of command posts and
    staffs of the operational tactical level of the united air defense
    system. Command posts of air defense forces of Armenia, Tajikistan
    and Kyrgyzstan may be equipped with these systems in the future.

    The main efforts in improvement of the united air defense system
    are currently aimed at coordinated development of the national air
    defense systems on the basis of a unified military technological
    policy and principles of arrangement of air defense of the states,
    as well as their deep integration in the collective security regions.

    Broadening of the zone of operations in the common airspace of these
    regions will allow not only increasing of capabilities of the forces
    on duty but will also result in significant saving of financial and
    material means spent on the aforementioned purposes. It is expedient
    to carry out such integration through establishment of regional air
    defense systems in the East European, Caucasian and Central Asian
    regions of collective security.

    This work was already started. Russia and Belarus already signed and
    ratified the agreement on joint guarding of the external border of the
    Union State in the airspace and establishment of the united regional
    air defense system of Russia and Belarus. Draft agreements on the other
    aforementioned regions are at the stage of development. In the future
    it will be necessary to transit to establishment of regional command
    posts, approval and implementation of the command and communication
    schemes in the relevant regions.

    Other important areas that provide for implementation of the plan
    for development of the united air defense system are pursuing of
    coordinated military technological policy, development of armament,
    command and communication systems in accordance with unified standards
    that provide for their joint use.

    Analysis shows that for achievement of success in this area it is
    necessary to create privileged terms for military technological
    cooperation. Such terms have already been created and supported by
    the relevant material base to a big extent for member states of the
    Collective Security Treaty Organization. It is expedient to develop
    this base also for other member states of the united air defense
    system.
