    AZERBAIJAN ACTIVATES TURKEY

    The Ministry of Defense of Azerbaijan confirmed the information that
    the exercises scheduled for the upcoming May and agreed beforehand
    in accord with the agreement on a bilateral military cooperation
    between Azerbaijan and U.S. are suspended. Official figures did not
    say what it is connected with. However, obviously, this step is aimed
    at showing to the U.S. Baku's "dissatisfaction".

    It is interesting that alongside with this, Baku took up a regular
    PR-operation against the co-chairs of the Minsk group and stated
    about the necessity to involve Turkey in it. The foreign minister
    Elmar Mamedyarov underlined: "For us the most important issue is the
    activation of the process of the Nagorno-Karabakh issue with the help
    of Turkey".

    Turkey itself states that Karabakh is not a demand of it but one of
    Azerbaijan. Though the tie between the Armenian and Turkish process
    and the NKR issue is not mentioned in the protocols, the Turkish Prime
    Minister Erdogan stated: "The text of the protocol contains such an
    expression - "to ensure peace in the region". Currently, for this
    purpose there is a problem between Armenia and Azerbaijan. We need
    to strive to ensure peace because it is the reason of the closure
    of borders".

    Noteworthy the Turkish premier is so confident that he announced about
    Turkey's shifting to the presidential form of administration. This is
    interesting against the backdrop of the rumors that Erdogan himself
    is going to promote his candidacy for president in 2012. The German
    Die Presse responded to this with an article entitled "Presidential
    form of administration in Turkey is called Sultanate".

    Interestingly, against this background Israel temporarily imposes
    an embargo on armament supply to Turkey. The Turkish Today's Zaman
    writes citing the British Jane's Defence Weekly. According to the
    British weekly, the Israeli party makes such a step because of the
    anti-Israeli statements of the Turkish Prime Minister Recep Erdogan.
