    Sargsyan's interview: Turkey has failed two elements of the exam


    `We didn't slam the door, but we aren't going to take any further
    steps. We will consider the possibility for moving forward as soon as
    we make sure that there is an appropriate atmosphere in Turkey and as
    we make sure that there is a administration in Ankara, ready to the
    process of normalisation of relations,' told in interview with Russian
    RIA Novosti agency Armenia's President Serzh Sargsyan, referring to
    the issue of the 1915 Genocide on the eve of the April 24 Memorial
    Day.

    `Armenia signs the Armenia-Turkey protocols as we wish to hold over
    the possibility for normalisation of relations, and as we wish for
    peace. Our political goals, related to the Armenia-Turkey
    reconciliation, remain in force,' said Serzh Sargsyan.

    When asked about the possibility of discussing any preconditions in
    order to lift the freeze of the process of ratification for
    Armenia-Turkey protocols (signed in October 10 2009 in Zurich),
    Armenian President said: `The concept known by Latin formula pacta
    sunt servanda (agreements must be kept) is a basic and the oldest norm
    of the international law. The Armenia-Turkey documents were signed
    after long and complicated talks, during which the two sides very
    clearly showed their positions and clarified the limit for possible
    and impossible steps to each other. And in this matter, in the process
    of normalisation of relations with Turkey, the Armenian side doesn't
    accept any link with any other issues.

    `The international community also clearly made it out that it
    considers the protocols to be ratified promptly and without
    preconditions.

    `Actually, Turkey has failed the two elements of this examination,'
    said Armenian President Sargsyan.
