    SARGSYAN'S PROVOCATIVE STATEMENTS UNDERMINE POSSIBILITY OF DIALOGUE IN ASTANA

    EU is taking a passive meditative position on conflicts in the South
    Caucasus.

    The statement came from Milli Majlis depity Rasim Musabeyov speaking
    with a report on conflicts in the South Caucasus and round it at
    the International forum on security in the South Caucasus, organized
    in Baku by the German Fund of Conrad Adenauer, Center of Strategic
    Research of Azerbaijan and the Polish embassy.

    He said there are three international conflicts in the South Caucasus
    and there is a range of hot spots around the region.

    "In particular, there are hot spots in the North Caucasus and the
    republics of the Russian Federation. Also there is the Turkish-Armenian
    conflict and Azerbaijani-Iranian differences. This whole range of
    problems poses a serious threat for regional security", he said.

    Musabeyov stated with regret that the European Union is taking a
    passive meditative position on conflicts in the South Caucasus. He
    called EU's definite activeness in the suspension of the
    Russian-Georgian war of 2008 as an exception.

    Speaking of Yerevan's destructive position, he noted that Armenia
    thought Azerbaijan will always say 'no' to the OSCE Minsk Group
    which will help the Armenian side protract the negotiation process
    for many years.

    "However, Azerbaijan has said 'yes' to the renewed Madrid principles,
    thus demonstrated the real face of the Armenian leadership, which
    is in the complex situation for the failure to voice its position on
    these documents", the deputy said.

    Speaking about the reasons of the failed dialogue between President
    Aliyev and Sargsyan within the framework of the OSCE summit in Astana,
    Musabeyov accused Armenia of this.

    "Astana has given nothing in the issue of the peace settlement of
    the Karabakh conflict. Military risks are growing, the militarization
    of the conflict is going on. There are serious reasons for this. The
    Azerbaijani president has recently visited the frontline settlement
    Horadiz, which suffered much in the result of Armenian aggression.

    There Ilham Aliyev attended the opening of social facilities and
    residential complexes, made a statement that Azerbaijan wants the
    peaceful resolution of the conflict, but if it is not reached, Baku
    will be obliged to return its lands by force. Meanwhile, from the
    opposite side of the front Armenian President Serzh Sargsyan comes to
    the occupied lands and directs the military exercises, where he says,
    in particular, that Armenia will take all efforts for the soonest
    resolution of the conflict with Azerbaijan", Musabeyov said.

    He believes that such provocative and fantastic statements of Sargsyan
    in the occupied lands of Azerbaijan undermined possible dialogue
    in Astana.
