    HERITAGE FILES SECOND REPORT AGAINST POLICE

    The opposition Heritage party has filed the second report against
    the police in connection with the March 3 incident on the Republican
    Square of Yerevan.

    As Heritage MP Armen Martirosyan told Tert.am, the party will follow
    it through.

    On March 3, 2011, several Heritage MPs clashed with the police on
    Yerevan's central square while supporting a crowd of street vendors
    protesting the municipality's decision to ban street trading.

    "We are following legal procedures. We have already filed a second
    report with the Special Investigative Service waiting for a criminal
    case to be launched," Martirosyan said, adding that the Special
    Investigative Service had not considered their first report within
    the specified 10-day period.

    He also said if the second report is not considered, the party will
    dispute the issue at the court.

    Martirosyan also spoke of the comments made by Chief of Police Alik
    Sargsyan.

    "If the head of a law enforcement agency is attempting to justify or
    violate a legal norm saying that a policeman also has a dignity ...
    well, any person has dignity, but the issue here is the constitutional
    norm."

    "If there is a breach of a constitutional norm, if a person's
    constitutional right to freely express his protest is being violated,
    I don't think any comments are needed here. It means the chief of
    police is very far from being the head of a law enforcement body,
    Instead of making political statements or teaching morals, he should
    have protected the law."

    In his speech after the incident on the Republican Square, Sargsyan
    said the police hadn't abused their authority on March 3 and that he
    wouldn't allow anyone, regardless of position, to insult a policeman.

    "If those people use their immunity to do anything, they should bear
    in mind that policemen too have dignity which should be respected."
