    WHAT IS LYING UNDER THE ICEBERG

    Once the foreign minister Edward Nalbandyan said the work of our
    diplomats is the top of the iceberg. He implied that the Armenian
    diplomats do immense work which is invisible to us to reach today's
    results. What is there in place is not evidence to a firm foundation
    of the iceberg.

    On May 12 the Azerbaijanis hold an event in Berlin to which the
    Armenian embassy has not responded yet. Neither did it last year in
    Bundestag. The title of the event is Armenian Nationalism and the War
    in Nagorno-Karabakh. They have invited the Armenian Vahe Avetyan who
    must "apologize for the events in Khodjallu and speak against the
    international recognition of the genocide."

    The Armenian embassies have no plan or moves intended to lead to the
    international recognition of Artsakh. Moreover, the only phrase they
    can utter while speaking about Artsakh is "Minsk Group", and they even
    try to influence the representations of Artsakh to reject active steps
    towards recognition. For instance, in Berlin the NKR representative who
    actively worked with the political organizations of Berlin has been
    replaced by a student who is limited to holding discussion evenings
    for the Armenian Diaspora at the expense of the NKR state budget.

    By the way, only the Armenian students studying in Berlin responded
    to last year's event, whose letter received the positive response
    of Bundestag.

    The Armenian ambassadors still lack informative cultural materials
    and act like travel agents, using commercial booklets. They can be
    referred to as ambassadors with great reservation and they are mainly
    appointed to perform the tasks issued by the center, and try not
    to spoil relations with their Azerbaijani counterparts. Meanwhile,
    adopting new approaches to the Artsakh issue or working towards its
    recognition and lobbying might spoil those relations.

    Needless to say about national interests, recognition and diplomatic
    service. This is the reason why we hear the same answer whenever asked
    about their posture or tactics regarding the recognition of Artsakh:
    "I don't know, we do not have such a goal."
