    See how a public elementary school became the Chamlian Armenian School
    at 4444 Lowell Ave.

    The Chamlian Armenian School wants to expand and construct a gymnasium
    on its school site. The City Planning Commission denied its proposal
    in January, but an appeal goes before City Council tonight.

    Background on the Chamlian Gymnasium Construction.

    1960: Lowell Elementary public school for students up to 6th grade
    opens at 4444 Lowell Ave. in La Crescenta.

    February 1983: The public school is sold and becomes Chamlian Armenian
    School, for students up to 8th grade.

    May 1984: City Zoning Administration allows Chamlian Armenian school
    to expand.

    February 1987: City Zoning Administration allows the addition of two
    portable classroom buildings, but no additional parking is provided
    on site.

    July 1991: City Zoning finds the school in violation. Zoning holds
    a hearing to revoke the use permit that was granted for the school's
    expansion in 1984. The school is allowed to continue operation under
    certain conditions.

    March 1992: Zoning allows the school to increase enrollment without
    providing required parking.

    July 1997: Again, zoning allows the school to increase enrollment
    without providing required parking.

    May 2008: Parking is still an issue. Zoning grants the school a
    Parking Reduction Permit, which allows the school to operate without
    the Code-required number of parking spaces.

    October 2010: The school applies to build a gymnasium that will exceed
    maximum height and square footage allowed in the neighborhood. The
    application includes another parking permit reduction, which would
    allow the gym to be constructed without the minimum number of parking
    spaces required.

    January 2011: City Planning Commission denies the gymnasium
    construction application.

    February 2011: Khan Consulting files an appeal in response to the
    Planning Commission's denial.

    May 2011: Khan Consulting's appeal is heard before Glendale City
    Council.
