    ARMENIANS OF KRASNODAR REGION AFFECTED BY RUSSIAN-TURKISH AGREEMENTS

    I had to follow and analyze the events happening in Sochi, namely the
    dismantling of the memorial to General Andranik Ozanyan on May 27,
    2011. My friends gave me first-hand information every two hours.

    Thanks to these people the information was published in the night of
    May 27.

    On the surface is the demand of the municipality of Sochi to dismantle
    the monument due to lack of documents and official permission to erect
    the monument there. At the same time, it should be noted that the
    municipality and the local security agencies knew about the intention
    to erect the monument in Volkonk, Sochi. It gives rise to suspicion
    that the authorities were waiting for the moment when the monument
    was already erected, and the square around it was put in order.

    The initiators of the monument say the municipality announced outright
    that the monument must be removed because Turkey threatens to suspend
    construction of the Olympic facilities in Sochi. We tried to verify
    this information and it turned out that there is no exaggeration and
    lies in this message. On the following days the municipality of Sochi
    explained their decision by this circumstance.

    It turns out that the Consulate of Turkey and the municipality of
    Sochi had several talks on this issue. The meetings of the Turkish
    Consul to Novorossiysk Yavuz Cul and the Mayor of Sochi reportedly
    took place in both Sochi and Novorossiysk.

    There is information from two independent sources, middle-ranking
    administration officials, that in the meeting with Pakhomov the
    prevention of erection of the monument was discussed. They say the
    foreign ministry has sent a note to the foreign ministry of the
    Russian Federation. After this visit the Armenian activists of Sochi
    underwent pressure by the administration, whereas before the visit the
    monument to Andranik was part of the film festival Kunaki organized
    by the administration of Lazarev district. In addition, the consul
    of Armenia in this region literally signed under his inaction.

    In regard to the activities of the Consulate General, it should be
    noted that its establishment was marked by intensified anti-Armenian
    activity of informal groups of Kazaks, skinheads, Slavic pagan
    movements. Since its establishment the Turkish consulate general has
    conducted monitoring of the activities of Armenian organizations,
    and actively counteracts to the actions organized by the Armenian
    organizations to mark the memory of victims of the Genocide.

    In 2005 the consulate general and the Turkish embassy tried to
    hinder the scientific conference at Kuban State University devoted
    to the genocide of Armenians, sending a letter to the rector of the
    University. They did not succeed at that time, and the conference was
    nevertheless held. Later the consulate general had the screening of a
    film on the Genocide on the regional television of Krasnodar cancelled
    on one of the memorial days (although the Armenian community had paid
    for the screening) and instead on April 24 a film on how the Russian
    children of underprivileged families rested in Turkish resorts was
    broadcast.

    Apparently, the increasingly intensifying pressure on the
    Armenian activists on the eve of April 24 is connected with the
    activities of the Turkish consulate general. The result of this
    activity is the gradual change of the attitude of the regional and
    municipal authorities toward the events held on April 24 by the
    Armenian organizations. Only 5 or 6 years ago the officials of the
    administration of Krasnodar and the region responsible for relations
    with ethnic diasporas did not reject the fact that Russia officially
    recognized the genocide of Armenians, in the past 2 or 3 years the
    Armenian activists are told that Russia did not recognize the genocide
    as the statement of the Duma has not been signed by the president of
    Russia. In this connection, the Armenian activists are asked not to
    mention Russia among the countries which have recognized the genocide.

    If 5 or 6 years ago the representatives of the municipal and regional
    administrations (middle-ranking officials) attended the traditional
    rally on April 24 and made remarks of sympathy, in the past few years
    they attended the rally as viewers and even tried to remove banners
    condemning Turkey for perpetrating the genocide of Armenians.

    Another interesting fact is the tendency of the attitude of the
    administration of Krasnodar toward the Armenian community. The
    Armenians are forced to change their family names for career growth.

    Below are several examples.

    Martiros Oganesyan, the first leader of the regional branch of the
    Union of Armenians of Russia, the chairman of the Armenian Apostolic
    Church Eparchial Council of the South of Russia, ex-candidate to
    governor of Krasnodar, had to change his and his children's family
    name to Oganin. The purpose was to get the post of chief doctor
    of Novorosiysk.

    The son of the chairman of the Union of Armenians of Russia branch
    in Adler Illarion Varvashtyan changed his family name to Varov. The
    purpose is career in the police and sport. He was a world champion

    in this link his father is also referred to as Varov although in
    Sochi he introduces himself as Varvashtyan.

    The real family of name of Sergey Galitsky, the co-owner of the Magnit
    retail chail, the president of Krasnodar FC is Harutiunyan. He has
    accepted his wife's surname. The purpose is to succeed in business. By
    the way, he also comes from Lazarev district of Sochi.

    One of the initiators of erecting the monument to Andranik in Sochi is
    Beniamin Cholakyan. His son has changed his family to Beniaminov. The
    purpose is career in the police.

    It is not worth listing people who are less famous but it is possible
    to give examples of change of families: Ustyan - Ustinov, Oganesyan -
    Ogonkov, Danielyan - Danilov, Terteryan - Popov, Hovsepyan - Osipov,
    Gabrielyan - Gavrilov.

    This is clear discrimination. In this case, however, we are not
    interested in the case of the monument the most. Apparently, there
    is an agreed policy between Turkey and Russia on certain ethnic
    issues, and first of all the Armenian issue. The opinion of European
    and Russian experts that an alliance between Turkey and Russia is
    impossible is either obsolete or the issue is gaining a new content.

    Most probably, the Turkish-Russian relations have become so close
    and integrated that Turkey is now able to interfere with the internal
    affairs of Russia.

    It is widely known that the meetings and agreements between the heads
    of special services of Turkey and Russia have always been a fact. In
    autumn 1994, before the Russian deployment in Chechnya, a meeting
    of the leaders of the Federal Security Service and the External
    Intelligence Service Stepashin and Primakov met with their Turkish
    counterparts in Ankara and agreed on a number of issues, in particular
    Russia committed not to interfere with the Kurdish issue, and Turkey
    committed not to interfere with Chechnya. By the way, unlike Turkey,
    Russia observed its commitment. At present, Turkey and Russia are
    apparently interested in depriving the Armenians of Krasnodar region
    and possibly other regions of Russia of their ethnic civil rights.

    It is expected that the recognition of the Armenian Genocide of
    1915 by the Russian Duma will be under doubt soon. The Turkish and
    Azerbaijani organizations in Moscow are working with the members of
    parliament to have the statement on the recognition of the genocide
    renounced. This work is acknowledged by most members of parliament.

    Generally, under certain circumstances the Russian diplomats behave
    as if this statement has never been made. Not a long time ago the
    Russian ambassador to Ankara has already questioned the statement of
    the Russian Duma.

    Currently Turkey and Russia are working toward shaded arrangements
    and agreement between Turkey and Russia on a number of geopolitical
    issues in the Black Sea and Caucasian region, first of all the
    problems related with Armenia. Neither Turkey nor Russia is trying
    to hide their priorities and intentions regarding this region. In
    the upcoming months this issue will be reflected in publications
    on different aspects of Turkish and Russian relations. This issue
    will no doubt become one of the most frequently discussed issues
    in Armenia and the Diaspora. Armenia is posed to monstrous threat,
    and it is time to make very important decisions.

    Nevertheless, the Armenians of Krasnodar region, mostly the Hamshen
    Armenians are not going to tolerate this obvious discrimination and
    are going to erect monuments to Ozanyan not only in Sochi but also
    in a number of other regions of the south of Russia.
