    KARABAKH REMAINS OBSTACLE TO ARMENIAN-TURKISH RAPPROCHEMENT

    A Turkish minister has repeated Ankara's position that Yerevan needs to
    take action on Karabakh before Turkish-Armenian relations can develop.

    State Minister Egemen Bagis, head of Turkey's delegation for
    negotiations with the EU, made the comments in a meeting with Armenian
    exchange students in Ankara.

    During the meeting Bagis answered questions on Turkish-Armenian
    relations, the massacre of 1915 and the opening of the border.

    He reiterated his country's stance that Yerevan has to take definite
    steps on the Karabakh issue before the border can be opened.

    "Turkey still expects definite steps from Armenia on this. If we see
    progress in the Nagorno-Karabakh settlement, Ankara will also take
    a number of steps towards Armenia," Bagis said.
