    S. NIKOYAN: AZERBAIJAN IS OBVIOUSLY IN PANIC

    "Azerbaijani critics in address to the mediating states, the OSCE
    Minsk Group aren't new elements in their politics. Those things ought
    to be considered as attempts by Azerbaijan to remove the conflict to
    another platform. What's the problem? The heads of mediating states
    know the conflict and the reason of its delayed resolution, which
    has obviously caused panic in Azerbaijan," Armenian Parliament's vice
    speaker Samvel Nikoyan told Panorama.am.

    The official reminded that Azerbaijan hasn't yet presented their
    dispositions towards the Basic Principles, which the Armenian side
    has presented earlier.

    "Azerbaijan rejects two points of the Basic Principles, they are
    people's right to self-determination and non-use of force. Before
    Kazan-hosted meeting, Ilham Aliyev had an interview with "Euronews"
    which was evident that Azerbaijan would be doing everything to
    "neutralize" the anticipated outcomes. Why does Azerbaijan accuse
    OSCE Minsk Group in inaction? Azerbaijan wants the international
    community to exercise pressure against Armenia, and when it's not
    done they falsify the negotiations," S. Nikoyan said.

    The official said Azerbaijan is determined to move the conflict to
    another platform which is not experienced in resolving conflicts.
