    'NAGORNO KARABAKH ARMENIANS CAN DETERMINE THEIR DESTINY WITHIN AZERBAIJAN'

    'Armenian living in Nagorno-Karabakh can determine their destiny
    within borders of Azerbaijan.

    They have rights and obligations as citizens of Azerbaijan and they
    can enjoy autonomous status to develop their specific features'.

    The statement came from head of the political analysis and information
    department at the Presidential Administration of Azerbaijan Elnur
    Aslanov in his remarks to the presentation ceremony of a book
    "Post-conflict restoration of Azerbaijan's lands: conceptual basis"
    co-authored by Nazim Muzaffarli and Eldar Ismayilov.

    The principle of self-determination should not contradict the principle
    of territorial integrity in any case, he noted.

    'This principle does not apply to national minorities. It should be
    noted that the main reason why Armenia avoids the negotiating process
    is that the essence of common principles contradicts their insidious
    intentions. The establishment of peace in the region necessitates
    social and economic development in the occupied lands and improving
    welfare of population, especially Armenians in Nagorno-Karabakh as
    a first step.

    Vast financial opportunities of Azerbaijan allow it to implement
    programs and projects in the lands to be freed from occupation. This,
    of course, requires to study the situation in detail, to conduct
    assessment and determine what is needed and take planned action. This
    book is a good database about geographical features, financial
    resources and economic potential of the occupied lands. Its value also
    lies in a conceptual basis of restoration in these lands contained
    in it.'
