    Apparently not so bright future is awaiting the oligarchs who are
    insuring their mandates in the next parliament or in the political
    developments of the next five years.

    As one scans the Republican list and nominees, it seems that
    the oligarchy established and strengthened itself ahead of the
    parliamentary election and is headed for reproduction, crushing on
    its way the "dreams" of the false or real reformist wing and leaving
    behind only crumbs.

    Apparently, though, this internecine struggle is not over and will
    gather momentum after the parliamentary elections. At least, Tigran
    Sargsyan said so who is a representative of the reformist wing or is
    at least trying to arrear as one.

    Touching upon the entry of the businessmen and oligarchs to the
    parliament, Tigran Sargsyan announced that this problem will have
    a legislative solution. "The ministers, members of parliament will
    submit a declaration of their property to the ethics committee until
    they take on a position. As soon as one sees that doing business is
    more comfortable when he is not a minister or a member of parliament,
    he will resist that temptation."

    High-ranking officials set up an ethics committee a few months
    ago under Serzh Sargsyan's decree, which was prescribed by the
    new legislation. A new ethics committee is being initiated in the
    parliament.

    The committee set up by Serzh Sargsyan has done nothing worth the
    attention of the public. The impression is that the ethics committee
    is dealing with a government of saints and no violation of moral and
    legal norms has been revealed.

    It is crisp and clear that the Armenian authorities are not saints.

    Simply the ethics committee has received no relevant instructions
    and is still waiting.

    Tigran Sargsyan's words mean that these instructions will be after
    the parliamentary elections. In other words, the government will
    gather and eventually corner them in the parliament.

    The question is why the government or the so-called reformist wing
    of the government does not corner them outside the parliament, before
    the parliamentary election.

    Of course, on the other hand, it may sound strange that an oligarch
    who is not a member of parliament is less vulnerable than an oligarch
    in the parliament. The point is that an oligarch in parliament himself
    is a violation of the so-called moral and legal norms. Consequently,
    he becomes essentially vulnerable and consequently controllable.

    Another questions occurs why the government does not apply the law to
    the oligarchs now if it has an intention at all, and what must change
    to apply the law to the oligarchy a month later or one or two years
    later, three years later, four years later.

    Finally, who is the government, Serzh Sargsyan, Tigran Sargsyan,
    or the youth wing inside the government, still indefinite, bodiless,
    and perhaps discrete but already voicing its protest? Who will throw
    down a gauntlet to the oligarchy, what is required to strengthen the
    reformist wing enough to be able to apply the law to the oligarchy?

    The answer to this question is on two plains. One is the domestic
    process in Armenia where the citizens' pole is crystallizing,
    strengthening and growing, sending new signals to the opposition
    forces, and the other is the outer world with the ongoing process
    where Armenia fortunately has some importance and maybe also role.

    The processes underway in both plains are not directly related but
    they share interests. In both cases the goal is a modernized Armenia.

    The Armenian society for its civil and national interest, and the
    international community for its geopolitical interest, sets the same
    goal before the Armenian government - modernization of Armenia in
    all directions - social, psychological, legal, economic, military,
    political.

    In the long run, the Armenian society and the western community
    do not care who the government of Armenia is to launch a real and
    complete process of modernization. Either the government will make up
    its mind on what it is or the new government of Armenia will form in
    the result of combination of interest of the Armenian society and the
    international community, which will pursue the national interests of
    Armenia and take on the role in the unfolding geopolitical developments
    arising from this interest.

    The parliamentary election will rather be a verdict on forced labor
    for the ruling elite in Armenia than a victory, and if the government
    fails to do this labor in time, it will not even take its time to
    trust its victory because it will change.
