OSKANIAN NA SPEAKER?

The 168 Zham reported that in order to make Vartan Oskanian, who
is dissatisfied with the possible coalition between PAP and RPA,
to change his attitude to it, Gagik Tsarukyan will propose to Serzh
Sargsyan to appoint Vartan Oskanian NA Speaker.
Vartan Oskanian is a good candidate for NA speaker~Rs office,
a presentable political figure, he is not an oligarch, neither a
representative of the criminal-oligarchic sphere, he has no nickname
and he is trying to boost the formation of a new political culture
in Armenia.
But now, with the present parliamentary status quo, Vartan Oskanian~Rs
appointment to the post of NA speaker may be the end of his political
path, eliminating the possibility of becoming a vital factor in the
political field.
Vartan Oskanian should be opposition to use this opportunity either
inside or outside the Prosperous Armenia party.
There is another option. Oskanian can be NA Speaker and win.
This will be possible if after becoming NA president Vartan Oskanian
makes legislative initiatives which would predetermine tangible,
concrete systemic change and be supported by the RPA.
In this case, Vartan Oskanian will justify his consent to cooperate
with the RPA and become an NA president.
But will the RPA majority recognize Oskanian~Rs role?
Judging by what the majority was saying about Vartan Oskanian and
how they replied to his criticism during the election campaign,
the RPA majority will hardly tolerate Oskanian as speaker.
On the other hand, it is not a secret that the RPA majority does not
make decisions, only Serzh Sargsyan makes decisions, and even if he
says that Ilham Aliyev will be speaker, the RPA majority will vote
for this decision in silence.
Serzh Sargsyan may opt for Oskanian~Rs candidacy since Hovik Abrahamyan
is also pretending to this position whose ambitions regarding the prime
minister~Rs posts will not be met this time either. Vartan Oskanian~Rs
candidacy may be a good reason for Serzh Sargsyan to refuse Hovik
Abrahamyan. Since Oskanian~Rs appointment will be for the sake of
the coalition with the PAP, and if Hovik Abrahamyan disagrees, he
will not support Serzh Sargsyan~Rs re-election.
In front of such grounds, Hovik Abrahamyan will hardly dare
disagreeing. Even if Serzh Sargsyan~Rs systemic analyses do not
convince Hovik Abrahamyan who does not think brain is required in the
politics, Gagik Tsarukyan, his relative, may convince him. Family
relations are not politics, so it is possible to deal with them
without brains.
Vartan Oskanian had better not be persuaded to become NA speaker. He
has already been deceived once by getting involved in the PAP perhaps
being promised to become opposition. There is no guarantee that in the
post of speaker he will be promised history-making votings but in the
end he will again be forced to face the fact without a way to retreat.
Let Serzh Sargsyan address Hovik Abrahamyan~Rs issue in another way.
