    Interview with the representative of the NKR Public Council on foreign
    policy and security Masis Mayilyan

    A new situation is in place in Karabakh in the result of the
    presidential elections and a mass Movement is announced possible to
    be set up. Why not a party but a Movement? What will be the goals of
    the Movement?

    We really have a new situation in Artsakh. At least one-third of
    the NKR citizens, who voted in the recent presidential elections,
    supported changes. The reform program was proposed by the presidential
    candidate Vitali Balasanyan. The principles and approaches of the
    program, as well as the new ideas will become the platform for the
    union of citizens.

    The greater part of people who publicly supported Balasanyan's
    candidacy thinks it is expedient to create a movement at this stage
    and not a political party. The movement has its advantages and in
    our conditions, it may have a wide coverage and people of different
    political stances but supporting positive changes may join it.

    Recent elections have once again shown that an illegal and alien
    for Artsakh mechanism is being rendered perfect that prevents the
    free will of the citizens. This is a serious challenge to our society
    because this mechanism is aimed at ousting the society to fulfill its
    constitutional functions. So, we think the priority of the Movement
    should be the creation of conditions for the implementation of the
    main political function of the society - formation of the power though
    legal elections.

    Many in Karabakh think that the Movement is against Bako Sahakyan and
    his team, who, as the ex-candidate for president Vitali Balasanyan
    affirms, are unable to cope with the tasks and challenges. Is this
    opinion true?

    It would be a luxury if the institute to be created worked against
    one figure or a political group. The activities of the structure,
    in my opinion, should be directed to spiritual and political healing
    of the Republic of Artsakh and establishment of the constitutional
    rights of the citizens.

    Will the Movement strive to Parliament? Why don't the current
    authorities hide their wish to see opposition in the parliament?

    Perhaps, the wish of the power is determined by its aspiration to
    "localize" the opposition within the parliament where the authorities
    have many seats. The authorities don't have many ideological supporters
    out of the parliament. I think in the last elections, the initiative
    passed to Balasanyan's team and it will be up to the new structure
    to define the rules of the game and the political agenda.

    I need to note that the movement to be formed will be the access to
    the National Assembly. As we know, Vitali Balasanyan is a Member of
    Parliament. Other parliamentary members are also possible to join
    the Movement.

    We think the coming to power is not among the tasks pursued by the
    civil movement. The structure should create necessary conditions for
    the acting and future parties for a fair and equal political fight.

    Armenia is actively discussing Russia's proposal on the Eurasian
    Union. What does Karabakh think about this idea? Currently,
    organizational works of formation of a new institute are underway
    and no other issues have undergone large discussions. I think, this
    is an issue to be publicly discussed in Artsakh and Armenia to make
    a decision which would reflect the pan-Armenian interests.
