    URUGUAY AND ARTSAKH RELATIONS ARE PROMISING AND DEVELOPING WITHOUT PRECONDITIONS: DAVID BABAYAN

    YEREVAN, NOVEMBER 14, ARMENPRESS: The priority for Artsakh is to
    achieve international recognition and it is the pivotal direction of
    Artsakh foreign policy and the key issue of foreign policy agenda.

    Head of the central information department of the NKR president's
    office Davit Babayan stated in the briefing with Armenpress, Nagorno
    Karabakh Republic attaches great importance to the development of
    bilateral relations, Artsakh recognition issue will come automatically
    during the time.

    Commenting on the meeting paid by a speaker of the Uruguay Parliament
    Jorge Orrico and Uruguay parliament foreign relations committee
    member Ruben Martinez Huelmo statements, NKR President press secretary
    stated Nagorno Karabakh Republic is developing relations with Uruguay
    Western Republic without preconditions.The priority for us is to
    develop relations with Uruguay and we are setting no preconditions,
    it is not a fixed idea for us " Babayan noted.

    Artsakh Republic President Bako Sakahyann visited Uruguay and
    currently Artsakh is hosting Uruguay high ranking officials. In the
    words of Davit Babayan Artsakh and Uruguay are developing relations
    in various spheres, namely cultural, sport and surely political yet
    with no preconditions.

    Artsakh Republic President Bako Sahakyan received Uruguay Republic
    House of Representatives delegation headed by the speaker of the
    Uruguay Parliament Jorge Orrico on November 13. In a press conference
    succeeded by the meeting Uruguay- Armenia inter parliamentary friendly
    group head, Uruguay parliament foreign relations committee member
    Ruben Martinez Huelmo did not exclude his country may recognize
    Nagorno Kharabakh Republic. In response to a journalists question
    about Uruguay being the first to recognize the independence of Artsakh,
    Mr. Martinez said:"I can honestly say, theoretically, YES.

    Then he added that "this is political process and it must develop
    step by step".
