    The quality of the buildings built today in Armenia is higher than
    of the soviet years despite the flaws registered in the construction
    works, director of Emergency Situations Ministry's Northern Survey
    for Seismic Protection of Armenia, Sergey Nazaretyan said.

    "Beside constructors, a person who will control the quality of the
    construction should be present at the construction site. But today
    it is difficult to say how it is being implemented. The best quality
    buildings built today in Armenia are the ones funded by the Lincy
    Foundation," he told the reporters on the eve of the 24th anniversary
    of 1988 devastating earthquake.

    The specialist also said that the high-storeyed buildings are more
    seismically resistant if all the safety norms are preserved during
    their construction.

    "I think we should stop building high-storeyed buildings as we do not
    have that culture. For instance in Turkey 50-80 storeyed buildings are
    being built but with completely other methods which we do not have,"
    he explained.

    Nazaretyan said the majority of today's schools were built during
    the soviet years and are not highly seismically resistant.

    "The schools are vulnerable today. 2,000 children were killed in
    schools in Gyumri as a result of the earthquake. About 40 schools
    have been fortified, the rest will be too gradually," he said.

    The specialist also noted that the main reason of collapse of the
    buildings during the earthquake is human factor with people removing
    the main pillars, digging cellars, weakening the building's seismic
    resistance.

    "This circumstance also played a role during the 1988 earthquake as
    people have made impermissible changes while reconstructing their
    houses. I urge everyone to consult with specialists before making
    essential changes, otherwise they endanger their lives and the lives
    of others," he said.
