    DESTINY GIVES HAIRIKYAN A CHANCE

    Interview with Stepan Danielyan, head of Collaboration for Democracy
    Centre NGO, on recent political developments Mr. Danielyan, after the
    attempt on Hairikyan's life Andrias Ghukasyan sent an open letter to
    Hairikyan calling him to apply to the Constitutional Court and demand
    a new election. What will the new presidential election bring? At
    the same time, I understand the hard situation in which Mr. Hairikyan
    has found himself. Actually, the destiny of the Armenian government
    depends on him. If he applies to the Constitutional Court and demands
    new elections, according to the Constitution Serzh Sargsyan will have
    resign and the acting president will organize the election. What will
    it mean? Armenia does not have a well-established political system.

    The Armenian political parties, both opposition and government,
    rely on their leaders. They are ruled by the principle of cult of
    personality. When a person is left out of the process, the parties
    decay. When the president is replaced, the logic of the entire process
    changes. It is one thing when Serzh Sargsyan is incumbent president,
    it is another thing when he is just a candidate. I think that in the
    new situation it will be possible to organize competitive elections.

    This opinion has a rationale which is another issue. So, according to
    you, the future process depends on one person? There are situations
    when the course of history depends on one person, and it is symbolic
    that Hairikyan carries responsibility. He states that he has a great
    contribution to the independence of Armenia and now he has come to
    create Free Armenia. Free Armenia is a place where human rights are
    protected, the authorities are accountable to people. Destiny gives
    Hairikyan a chance. Either he applies to the Constitutional Court
    and demands a new election or everything continues according to the
    scenario of the ruling group. Hairikyan has a fantastic chance and
    heavy burden of responsibility. A lot of people link this process
    to geopolitical processes. Is it possible to think that Hairikyan's
    decision will influence further geopolitical course of Armenia? The
    mass media instill in us that Serzh Sargsyan is pro-West, and his
    victory will lead Armenia to the West. I disagree with this thesis. It
    is highly dangerous to build up domestic processes by foreign
    processes. In 1915 and earlier the Armenian parties considered that
    independence of Armenia depended on geopolitical, foreign political
    developments without solution of domestic issues. Everyone knows where
    it has led to. We have a very specific issue - Armenia must be a legal
    country where the government will be formed through elections and will
    be accountable to the state. The government uses other "geopolitical
    issues" to detract the society and wash their brains. They explain
    that Hairikyan will not apply to the Constitutional Court because the
    attempt on his life has boosted his rating but it will lose its magic
    effect in two week so the sooner the voting, the better. Hairikyan
    explains his decision not to apply to the Constitutional Court by
    geopolitical arguments which may be dismissed shortly. At any rate,
    Hairikyan is responsible.
