    Coordinator of the Armenian National Congress Levon Zurabyan told
    RFE/RL Armenian service that compared to Serzh Sargsyan, Robert
    Kocharyan is a more successful president. Zurabyan's statement caused
    different reactions but the ANC coordinator told the truth, perhaps,
    unwillingly.

    Unwillingly because if someone said that Robert Kocharyan was a more
    successful president than Levon Ter-Petrosyan, Zurabyan wouldn't
    agree. But there is no doubt this is true.

    The criterion is not the social-economic situation. The years of
    Ter-Petrosyan's tenure were the hardest ones: war, blockade, collapse
    of infrastructures and necessity to create new ones.

    In this sense, it is wrong to compare the years of Ter-Petrosyan and
    Robert Kocharyan. Their starting conditions were not equal.

    A more optimal criterion to measure the success of presidents in
    Armenia is the values they laid under governance, organization of
    public coexistence and government policies. The next criterion could
    be their ability to keep the situation in the country under control
    and assume responsibility for it.

    In terms of values, the tenures of Ter-Petrosyan and Serzh Sargsyan
    have no deep differences compared to Kocharyan's tenure. As
    individuals, all of the three presidents are different in terms of
    their values, world vision and intellectual potential. But in terms of
    effectiveness of governance these differences fade away. By and large,
    the kind which took power in Armenia over years and was defined as
    cleptocracy by Ter-Petrosyan was formed during the latter's tenure.

    In terms of power, Robert Kocharyan managed to do what Ter-Petrosyan
    had failed and Serzh Sargsyan has failed so far too. The point is
    about the creation of the pyramid of interests and deals. Of course,
    it was an anti-constitutional structure, and the mechanisms of its
    formation and preservation had nothing in common with laws and their
    enforcement. But Ter-Petrosyan was unable to form it. He formed an
    authoritarian government contradicting to the Constitution which lost
    its vitality very soon along with the appearance of the so-called
    class of proprietors.

    Serzh Sargsyan's administration is unable to produce a constitutional
    system or anti-constitutional certainty which needs to be reformed
    and formulated.

    The issue is not that the head of the system has changed. The world
    is changing, competition methods and models are changing. Armenia
    has such a geographical position that even with the biggest wish it
    cannot stay away from the process of change.

    This system either needs to enter the constitutional field or to be
    reinterpreted becoming adequate to world processes. This causes the
    almost inevitable need for redistribution or formation of capital. In
    other words, reform of the field of major proprietors is necessary
    because the present one seems unable to perceive these issues and
    challenges, at least in terms of personal interests.

    Without this Serzh Sargsyan will be unable to resolve the issue of
    power. Sargsyan does not have the necessary formula, he seems to
    be maneuvering against the background of disaccords and subjects to
    have a bigger possibility after the presidential elections. Although,
    if possibilities increase, time decreases.

    So far only Robert Kocharyan has been able to find the up-to-date
    formula of formation of government so he is the most successful
    president, in this regard, of course. All this is about personal or
    group interest, because for Armenian presidents their interests very
    rarely match the state and public ones.
