    The rally called by Raffi Hovannisian, the leader of the Heritage
    Party, started despite a the power outage on Freedom Square. In
    addition, policemen walked around informing that the rally was not
    authorized. Raffi telephoned the chief of police Vladimir Gasparyan
    who said the Ministry of Culture is responsible for Freedom Square. He
    advised to bring a cable from one of the nearby cafes which is, most
    probably, the City Hall's responsibility. A little later the deputy
    chief of police Osikyan informed that power will be connected soon.

    Raffi opened the rally with the announcement that the rally of 28
    February is authorized by the City Hall. He thanked the police for
    being beside people, for connecting power.

    `Today I am going to read my speech though I usually talk. There is no
    need to be offended by the ex-president Serzh Sargsyan who always
    reads his speeches. Sometimes I will also read my speech,' Raffi
    Hovannisian said.

    Raffi Hovannisian noted that Freedom Square does not recognize
    parties. Citizens of Armenia are standing on the square who voted for
    Heritage, ARF, ANC, even the RPA in the past elections but today they
    are the people of Armenia. He says there are people there who voided
    their ballots, the breath of 1988 and the spirit of 2008 is here.

    `Today the three presidents of Armenia are with us, Vazgen Manukyan,
    Karen Demirchyan and Stepan Demirchyan who have been elected by people
    are with us. No parties, only the order passed on to us from our
    grandparents: Armenian people, our salvation is in our united power,'
    Raffi Hovannisian said.

    A big process has started, different political and civil movements
    come to the Freedom Square. `Be just, be strong, be brave, be kind.
    Only the just, the brave, the kind will survive the flood which comes
    and leaves taking away the criminals, leaving behind a clean field, a
    new Ararat, and we will build a new Armenia,' he said.

    Raffi Hovannisian underlined that the governor of Shirak, the mayor of
    Armavir have resigned, the mayor of Vanadzor will follow them. `One by
    one, from Tavush to Syunik, they will submit their resignations to
    people, all the governors, heads of villages, mayors, everyone who
    cheated and teased people,' he said.

    Raffi Hovannisian said in some cities the police took pictures of him
    and citizens. `Let the citizens of Armenia free, don't spread fear,
    make groundless statements from their cars.' They say the rally is not
    authorized. There is no need to authorize hello or exercise of rights,
    he says.

    Dwelling on future steps, Raffi Hovannisian said tomorrow the struggle
    will continue, there is no retreat, there is victory.

    `Tomorrow the Central Electoral Commission will publish the so-called
    final results of the poll. It will be the moment of truth of the
    Armenian authorities and this commission. Let them be guided by law
    and people. Nobody is higher than the people of Armenia. I will hold
    a press conference after that announcement. Those who have questions
    in their hearts and minds will receive their answer tomorrow,' he
    said.

    On February 26 the revolution of rights, smiles and hello will
    continue, Raffi Hovannisian said.

    `As the one elected by you, your servant, I will take my hello to
    village after village,' he said, adding that on February 26 he will
    visit Armavir and Ararat. On February 27 he will visit Syunik. On
    February 28 he will visit Kotayk and return to Freedom Square,
    Yerevan.
