    One of Raffi Hovannisian's demands he presented to Serzh Sargsyan
    during their meeting was to punish those responsible for rigging the
    elections. A similar recommendation had been made by international
    observers. Serj Tankian's letter also dwelt on this issue.

    The demand to punish for rigging elections seems very relative in
    Armenia. Logically, not those who rig the election should be punished
    but those who benefit from the rigged election. The legislation of
    a number of countries clearly sets that if fraud is committed in
    favor of a force, the responsibility is with the party, which must
    be consequently removed from the race.

    In his reply to Serj Tankian written in the style of a wise father of
    the nation denies that the elections were rigged. The only argument
    in favor of recognizing the election outcome is the famous conspiracy
    theory. Serzh Sargsyan noted that if he follows the path proposed by
    Tankian and punishes the falsifiers and tries not to be a dictator but
    people's president, it will be a mine planted under Armenia's future.

    Perhaps, Serzh Sargsyan means that the protests in Armenia are part
    of the famous conspiracy theory.

    Whether conspiracy, color revolution or uprising it is not important
    but Serzh Sargsyan did not respond to the demands of his voters and
    dismissed fraud and refrained from punishing those guilty.

    In Armenia, opposition parties will not achieve publication of lists
    of voters. Yesterday, an influential NGO expressed such a requirement
    stressing that if the lists are published, the frauds may be found
    to have affected the outcome of elections. Almost all the candidates
    say there are lots of people on these lists who were not in Armenia
    during the elections. But for some reason only one party has these
    lists - the ruling party that has access to public registers.

    Who do Serj Tankian and Raffi Hovannisian call to punish? The
    representative of the commission who ignored ballot stuffing or those
    who gave already voted ballots to soldiers and took them to polling
    stations? Or the ruling party which ordered fraud in its favor?

    Serzh Sargsyan proposed that Raffi Hovannisian get ready for the next
    election in 2018, hence closing the latest election topic closed.

    Apparently, it was decided prior to elections to dedicate the year
    2013 to Serzh Sargsyan. Probably, the centers of power have reached
    consensus over Serzh Sargsyan.

    After their decision, Robert Kocharyan said he would not hinder his
    compatriot, Levon Ter-Petrosyan recalled his age, Putin decided there
    was no need to visit Armenia not to ruin everything. That is why he
    is surprised now that someone disputes results. This election is mine,
    says Serzh Sargsyan, and this is the only argument of the party.

    Only people didn't take part in the whole conspiracy. They decided
    not to give away the election.
