    Speaking about his opponents before the election, Serzh Sargsyan said
    one cannot be a president without a team and platform. First one needs
    a team, win local elections, then think about the post of president.

    Local self-government support is the platform of the ruling party
    which uses it to win national elections. On February 18 electoral
    fraud was easy because the communities `belong' to the RPA.

    Although, it did not help Serzh Sargsyan. In many towns Raffi
    Hovannisian won, nevertheless, 100% voting was ensured in other
    communities.

    In May local elections will be held. So far the opposition forces did
    not make efforts in that direction. This time there will be a real
    fight for communities. The Heritage and the ARF have already stated
    likely to run in the local election. Raffi Hovannisian is visiting the
    regions to figure out their chance in the local elections and
    potential candidates.

    The focus will certainly be on the election of the council of Yerevan
    where half of the population of Armenia lives. Those in Yerevan will
    vote for the opposition, especially if electoral lists include civic
    activists who fight for the city and already have several victories.

    The technology of `bottom up' change of government may have a good
    result. The ruling system has powerful leverages but is not almighty
    while those at the top of the system are people with their weaknesses
    and honor. They will feel that pressure does not abate and grows, they
    may also retreat.

    The government defeated the movement of 2008 because it focused on
    Freedom Square. Now the movements spreads all over Armenia which
    causes complications not only for the Armenian government but also
    CSTO rapid reaction forces which Putin can't wait to use.

    Where will these forces be deployed if the Armenian opposition decides
    to run in the local elections?
