    President Serzh Sargsyan expressed his critical assessment of the work
    of several officials as he hosted consultations on budgetary
    management and control over the implementation of state programs on
    Saturday.

    In remarks reported by his press service, Sargsyan expressed his
    discontent with some of the public statements made by Control Chamber
    Chairman Ishkhan Zakaryan recently, which he said were `wrong and
    shortsighted'.

    `Whether you are disappointed or enthused is your personal matter. You
    can talk about it at home or when you come to my office. What right
    does the chairman of the Control Chamber has to make such public
    statements?' said Sargsyan, addressing Zakaryan. `An official must be
    accountable for his statements.'

    The president was, in particular, unhappy about Zakaryan's implication
    that 70 percent of the country's state budget was exposed to
    corruption risks. Such allegations, he said, create a wrong impression
    among the public.

    Turning to Prosecutor-General Aghvan Hovsepyan, President Sargsyan
    said that instead of telephoning Zakaryan on that, all he needed to do
    was to go over the report and issue a public statement in that regard.

    He also said that regardless of whether the Control Chamber report was
    submitted to the Prosecutor-General's office or not, prosecutors
    should have looked into it and given their legal assessment.

    In his words addressed to Prime Minister Tigran Sargsyan, the
    president advised that issues raised in the report should be discussed
    by heads of governmental departments `quickly, openly and
    transparently.'

    `Whenever there are difficulties in establishing the nature of the
    problem, whether it is a criminal or purely organizational one,
    quickly forward it to corresponding bodies. This will be your best
    answer to criticism,' said President Serzh Sargsyan.
