NKR OFFICIAL CALLS FOR COOPERATION WITH AZERBAIJAN
The deputy prime minister of Karabakh Arthur Aghabekyan has come up
with an interesting initiative relating to use of the water of the
River Tartar and Sarsang Reservoir jointly with Azerbaijan. Aghabekyan
voiced this call through the Armenian service of RFE/RL, as if warning
Azerbaijan that if Azerbaijan does not accept the proposal, Karabakh
will handle its resources exceptionally in its own interests.
In fact, Karabakh and Azerbaijan have no experience of cooperation.
Earlier the ex-foreign minister of NKR Naira Melkumyan had appealed
to Azerbaijan through the OSCE. That year rodents damaged crops in
Karabakh and Azerbaijan, and Karabakh proposed coordinated fight
against pests. Baku did not respond. Baku also rejected the proposal
of the mediators to withdraw snipers from the front line and develop
mechanisms for the investigation of violations. There may not be a
response now though the people of the border areas complain of the
shortage of water. Nevertheless, water may mark a breakthrough in
the process of settlement of the Karabakh issue.
The talks for the political settlement have run into a deadlock, and
the option of opening the region without settlement is deemed actual:
the countries put off the issue of status and open the roads.
Azerbaijan still objects categorically. Apparently, Ilham Aliyev will
continue to reject this proposal till the presidential elections but
then he will have to think over it.
Despite all the negative consequences of the blockade imposed by
Azerbaijan and Turkey for Armenia, its political consequence is
isolation of Baku and Ankara, as well as Moscow in the region. Due to
the blockade they cannot find a good route for the transportation of
the Azerbaijani oil, Turkey has no border with Azerbaijan, while Russia
has to transport loads for its military base in Gyumri via "bypasses".
It is hard to calculate the positive and negative aspects of the
blockade for each country but obviously the things are moving towards
opening the region, and now each of the sides will try to reap the
benefits and avoid political losses.
For example, the Georgian prime minister's economic advisor Georgy
Khukhashvili stated a few weeks ago that the Abkhazian railway can
be operated without finalizing the status of Abkhazia. The same can
be applied to Karabakh.
