    The presidential election campaign launched in Azerbaijan represents
    certain interest to the international community in the sense that
    it is accompanied with, above all, curious developments concerning
    the Azerbaijani mentality rather than politics. The information,
    which appeared in international social networks, shocked the society,
    disclosing the comic and dramatic character of the pre-election race
    in Azerbaijan.

    On the other hand, the event attracts attention, because it completely
    falls within the current Russian-Azerbaijani relations.

    Thus, the USA-settled Azerbaijani outcast, vice-speaker of the
    Azerbaijani Parliament, one of the brightest figures of the opposition
    National Council at the presidential election campaign, Rasul Guliyev,
    sent a letter to RF Foreign Minister Sergey Lavrov, asking him for help
    at the elections. The biography of the Azerbaijani politician makes
    clear that since 1996, he has lived in the USA as an outcast, having
    retired due his disagreements with Heydar Aliyev related to the policy
    on Nagorno Karabakh. In the biography also notes that the ex-speaker of
    the Azerbaijani parliament, being a native of democratic ideas, opposed
    the authoritarian politics Aliyev, thus emigrated and settled in the
    country, which is considered a symbol of freedom and democracy. The
    biography also testifies that the Azerbaijani Parliament ex-speaker,
    representing a bearer of democratic ideas, opposed the authoritarian

    According to reliable Western sources, Mr. Guliyev met in Washington,
    first of all, with RF Ambassador to that country Sergey Kislyak,
    handing him the letter to the RF Foreign Minister, in which he noted
    his chance to win the presidential elections with the help of Russia.

    Instead, he stated his readiness to fully serve the state interests of
    Russia. If elected the president, Guliyev promises to intensify even
    more the bilateral relations and to proceed from the state interests of
    Russia in the process of the Karabakh conflict settlement. After the
    meeting, the copy of the letter to the RF Foreign Minister appeared
    immediately in social networks.

    What does it mean? Why does Rasul Guliyev connect his return with
    the support of the Russian elite? After all, he is well aware that
    Russian favorite candidate at the National Council is RF citizen
    Rustam Ibragimbekov. And if, realizing this, he tries to negotiate
    with official Moscow, so the assessment given to the political activity
    of this Council is true - to follow the activities of the Azerbaijani
    National Council means to follow a circus clowning.

    In this regard, quite noteworthy is the evidence of one of the
    Armenian politicians that not long ago, the ex-speaker of the Milli
    Majlis, residing in the USA, tried to establish relations with the US
    influential organizations. Rasul Guliyev noted this at a meeting at the
    Washington Johns Hopkins University. He arrived fromNew York specially
    for this. This fact suggests that once this political figure advanced
    the USA policy in the South Caucasus. Judging by the recent events,
    we can conclude that his political activities in the United States,
    in all probability, have failed and, as a result, he began to be taken
    lightly. Consequently, Rasul Guliyev had to focus on Moscow, hoping
    for its favor. And though in his comments, Rasul Guliyev asserted
    that Rustam Ibragimbekov could be the single opposition candidate,
    however, his recent steps testified that he didn't consider himself
    the worst candidate.

    This factual material allows making certain conclusions - in the
    political struggle, the influential opposition candidates involved
    in the presidential race try to get the support of not the people
    (which would mean the existence of strong social support), but of the
    superpowers playing a considerable role in the South Caucasus region.

    This is not definitely in favor of the Azerbaijani society. In the same
    context should be taken the appeal of the Azerbaijani presidential
    candidate living in Moscow, Rasul Ibragimbekov, for establishing
    relations with the Armenian circles, which testifies to the attitude
    of the world power centers to the Azerbaijani-Karabakh conflict
    settlement, the logic of which is the following - for realizing
    their geopolitical plans, peace and stability should be maintained
    in the region. It should be noted that Ibragimbekov was declared a
    presidential candidate by the initiative group a day before Vladimir
    Putin's arrival in Baku.

    As we see, the domestic political intrigues and the formality of the
    pre-election struggle demonstrate the sad Azerbaijani reality. The
    crisis of the Azerbaijani social and political system is obvious, and
    the crash of the authoritarian regime is merely needed for ensuring
    both the domestic political and regional stability.

    The imaginary struggle of Guliyev, Ibragimbekov, and other presidential
    candidates in Azerbaijan proves the lack of serious politicians ready
    to take the power and establish a dialogue with the Karabakh party for
    regulating the relations. US resident Guliyev's appeal to Russia, as
    well as the show organized by Moscow resident Ibragimbekov and other
    similar processes testify that the Azerbaijani society is unable to
    oppose the events taking place at the political arena, which, in turn,
    means that this society has the problem of self-organization. The
    latter has just to declare itself the only leader of the struggle with
    the authoritarian regime, excluding in the pre-election campaign any
    cooperation with the forces unable to conduct a political struggle. In
    its foreign policy aspirations, the society should, first of all,
    refuse of the Armenia-phobia, condemn the safarovshina as a dangerous
    ideology, and get ready for a dialogue with the NKR. It will decrease
    the tension in the conflict zone and will give an opportunity to find
    common grounds in the negotiation process.

    The Azerbaijani society should really get sober and take the facts
    as reality. If the Azerbaijani politicians do not try to consider
    carefully the internal problems of their country and prefer to deal
    with them in the capitals of the great powers, considering their
    support the only possible way of coming to power, if they do not care
    about the fate of the intellectuals caught up by the police and the
    young people disoriented under the ideological influence of the ruling
    regime, so the Azerbaijani society should, indeed, seriously think
    about all this. Azerbaijan has long pursued the imperative of radical
    transformation of the social and political system. It is a matter of
    choice "either - or", which this society should clearly understand,
    otherwise it will have to come to terms with the fact of imported
    "color revolutions".
