    ZHOGHOVURD: ARMENIA'S AUTHORITIES MAY HAVE 'ARRANGED' QUESTION TO PRESIDENT

    It was a delegate of the ruling Republican Party of Armenia (RPA) that
    afforded Zaruhi Postanjyan, a Heritage parliamentary group member, an
    opportunity to ask Armenian President Serzh Sargsyan a question about
    60 to 70 million Euros that he allegedly "gambled away" in a casino.

    The point is that Mrs Postanjyan is not a principal member of the
    Armenian delegation to PACE, whereas only principal members have the
    right to put questions.

    A source in Strasbourg informed the newspaper was informed that Arpine
    Hovhannisyan, a Republican Party of Armenia (RPA) parliamentary
    group member, conceded her right to a question to Mrs Postanjyan,
    following an instruction by Head of the Armenian delegation to PACE
    Davit Harutyunyan.

    Interestingly, Mr Harutyunyan and Ms Hovhannisyan are believed
    to be members of the inner circle of Armenian Parliament Speaker
    Hovik Abrahamyan. And the main reason for the question addressed to
    President Serxh Sargsyan can hardly be identified. Some think that
    it was Armenia's authorities that "arranged" the question as they had
    the information that European delegates might raise such a question.

    The newspaper failed to get any comments from either Ms Hovhannisyan or
    Mrs Postanjyan. Last night, Mr Harutyunyan informed the newspaper that
    the delegation regularly gives the floor to its members representing
    Armenia's opposition forces. However, Mrs Postanjyan's question proved
    a surprise.

    "I am sorry she behaved in such a way thus derogating the opposition's
    role. I am sorry that she failed to realize all this," Mr Harutyunyan
    said.
