    SURPRISE DECISION BY REPUBLICANS

    Minister of Economy: Energy Minister's Evaluation Isn't Professional

    Strange things are happening in the parliament. It's been two days the
    non-coalition parties are pushing for the establishment of an ad hoc
    committee on gas issues, whereas the coalition parties are refusing.

    And suddenly Speaker Hovik Abrahamyan announced that the ad hoc
    committee will be established soon.

    Hovik Abrahamyan's statement is hardly just words because they cannot
    joke on such issues. But then the question occurs who has forced the
    ruling Republican Party to change the approaches. After all, if the
    establishment of such a committee is possible, what had made the RPA
    disagree with non-coalition parties earlier?

    Several hypotheses could be considered. First, despite obvious
    childishness of such an attitude, the coalition parties are rather
    jealous of initiatives by their opponents. The Republicans do not
    hide it. Both Galust Sahakyan and Hovik Abrahamyan wonder how the
    opposition tried to push the majority.

    Most probably, however, this committee will have different goals. The
    legitimacy of the Armenian-Russian gas deals and the process of forming
    the price of gas in Armenia are doubted. In fact, they are perceived
    as illicit and anti-state. The ruling party and the government were
    unable or reluctant to put forth arguments against it.

    They preferred using the power of the "majority" but thereby they
    only aggravated doubts.

    Moscow hardly likes the fact that its energy and economic policy is
    thought to be illegitimate in Armenia. Even despite the opposition's
    statement that "Moscow has nothing to do with this". Russia would
    like to have its policy in Armenia to be fully legitimate because
    the Kremlin, despite the external cynicism of its policy, needs a
    "positive image".

    Hence, it is not ruled out that soon an ad hoc committee will be set
    up which will prove once and for all that not only the legitimacy
    but also the benefits of gas deals for the citizens of Armenia.
