    ARMENIA'S NON-COALITION FORCES DISTRUST GOVERNMENT'S PROGRAM

    The Media Center hosted a debate on the government program on Friday.

    Secretary of the Heritage parliamentary group Tevan Poghosyan stated
    that the party does not accept changes of individuals and has not
    substantially discussed the government program.

    "We do not trust the incumbent authorities so we did not intent to
    hold substantial discussions," Poghosyan said.

    The program envisages 10% poverty reduction and 5% economic growth.

    Quoting international experts, Poghosyan said that 1% poverty reduction
    requires 2% economic growth. Therefore, the program-envisaged 5%
    economic growth cannot ensure 10% poverty reduction.

    With respect to the government's promises to improve the business
    environment, Poghosyan said that businessmen will have to go to
    law should they face problems. However, numerous problems exist in
    Armenia's judicial system as well.

    "Is the judicial system ready to create an atmosphere of confidence?"

    Prosperous Armenia parliamentary group member Mikael Melkumyan said
    that the new government's program is "an ideological follow-up" to
    the previous government's one. The government must be granted some
    freedom. Otherwise it will not be able to implement its program,
    he said.

    Armenian National Congress (ANC) parliamentary group member Lyudmila
    Sargsyan noted that replacement of individuals does not change
    anything.

    "We do not trust the government and its program because this government
    will follow its predecessor's course. We did not hold substantial
    discussions of the program because we are well aware no one can put
    even the best program it into practice."

    However much Armenia's premier claims the ministers are his people, it
    is clear all the candidacies were agreed with President Serzh Sargsyan.

    "I do not see any logic in merging the Ministry of Finance and the
    Sate Revenue Committee, with [ex-head of the State Revenue Committee]
    Gagik Khachatryan as minister of finance," Ms Sargsyan said.

    Rule of Law parliamentary group member Hovhannes Margaryan noted that,
    in contrast to the previous government's program, the new program
    does not indicate the ways of resolving the country's major problem,
    unemployment.

    Republican Party of Armenia (RPA) Hovhannes Sahakyan said that the
    four non-coalition forces are competing in which of them is a severer
    critic of Armenia's authorities, while they are forgetting their
    years of their rule.

    "We could critically speak of each of them, but we show restraint
    and do our work. Suppose, the program envisages the creation of
    150,000 or 200,000 jobs or contains similar figures. Does it change
    anything?" he said.

    The program not only contains figures, but also envisages mechanisms
    that would enable businessmen to create jobs.
