    Destructive Strikes To Azerbaijan

    The newly-appointed EU Special Representative for the South Caucasus
    and the crisis in Georgia Ambassador Herbert Salber met with Serzh
    Sargsyan and Edward Nalbandyan and said Azerbaijan hinders peace
    settlement.

    On the eve of the EU official's visit Azerbaijan attacked the
    southeastern borders of NKR. Besides, the border villages of Tavush
    were fired, and the Red Cross has even announced to suspend its
    mission in those areas during the harvest season.

    Despite these obvious steps by Azerbaijan, the international reactions
    always keep the "parity", and no statements are made that condemn any
    of the sides. Even the statement by the Red Cross on suspending its
    "mission" in Chinari village does not specify which side fired though
    even the plants growing there knew from which direction the firing
    came.

    Judging by the ongoing international developments, there will hardly
    be a large-scale war in the nearest future. Currently, however, Moscow
    is not in the position of being able to initiate and control the
    process and result of this war.

    Experts say that recent armed actions by Azerbaijan are part of some
    "international concept" and are intended for venting "vapor". Russia
    has deposited a lot of weapons in that country. Besides, the internal
    rhetoric in Azerbaijan has been enhanced to a level that the weapon
    must shoot.

    Armenia also acts within this "logic", insisting on the Minsk
    Group-mediated peace settlement. Thanks to the tough position of the
    Armenian armed forces Armenia has recently rejected the stationing of
    Russian peacekeepers in the region, which did not pass unheeded by
    interested states which hurried to support this step in one way or
    another.

    On the other hand, however, there is another "logic" according to
    which Azerbaijan creates problems for the great powers who take
    interest in the regional issues, including for Russia, with different
    configurations. Hence, Azerbaijan may take steps stemming from this
    logic, such as in Nakhidjevan.

    Recently it has become known that Russia intends to follow the U.S.
    example and set up private armed forces which will obey the Russian
    Federal Security Service. Those armies are doing what may cause
    problems for government agencies in terms of tasks and international
    law.

    Armenia has little resources and has to use every opportunity. For
    example, the veterans of the Karabakh war who could be employed
    instead of sending them to prison, at the same time resolving their
    social problem.

    Recently Tavush Union of Compatriots has made a statement calling for
    organizing defense through their efforts, noting that the big
    Azerbaijani villages and towns that are located close to the border
    with Tavush should be hit, and a security area should be created.

    These opportunities must be used, creating armed units which will be
    at the disposal of the Armenian army. These units must be funded by
    oligarchic circles and rich generals.

    Besides, the oligarchs and other similar people have armies of
    bodyguards who serve them by beating and killing people, including
    veterans. They must be saved from their humiliating status, grouped
    into separate units and sent to the border to save the homeland.

    Hence, the oligarchs will do at least one good thing for Armenia.

    The defense of Armenia, especially in the current period of
    transition, requires centralization of resources and regular
    destructive strikes to Azerbaijan, which fits in the current logic of
    international politics.
