    The ruling Republican Party of Armenia (RPA) thwarted a special
    session of parliament initiated by its former coalition partner,
    Orinats Yerkir, to discuss amendments to the law on compulsory
    execution of judicial acts.

    Only lawmakers from Orinats Yerkir, the Prosperous Armenia Party and
    the Armenian National Congress turned out for the scheduled session
    Monday evening, but their presence was not enough to ensure the quorum.

    Earlier, the leader of the RPA faction Vahram Baghdasaryan said they
    would not participate in the special session.

    This is not the first time the RPA, as a majority party, thwarts
    special meetings called by minority factions. In November 2013,
    the party's faction did not find expedient to participate in a
    scheduled debate on the controversial pension debate, thus thwarting
    the event, and in 2012 it scuttled a special session on an opposition
    party-submitted package of amendments to election laws.
