    The three political parties making up an informal parliamentary
    minority coalition have condemned the decision by the mayor of Ararat
    to essentially deny authorization of an upcoming gathering in the town
    scheduled to be held ahead of the joint big rally in capital Yerevan.

    The Prosperous Armenia Party, the Armenian National Congress and
    Heritage issued a joint statement today, describing the rejection of
    their bid for the October 3 rally in Ararat as a "political order".

    The three parties known as troika have been making trips to the
    provinces since September 25 and plan to hold gatherings in eight towns
    across Armenia. They say that their applications in all places, except
    Ararat, had been granted, but the mayor of Ararat, according to them,
    "first did not reply to those who presented the rally notification
    in a manner stipulated by law, and explained the refusal by grounds
    not provided by law."

    "At the municipality of Ararat there was no application for a rally
    either for the day of the rally for which the notification document
    was submitted or any other day ahead that would be displayed in a
    place designated under law," the statement reads, adding that the
    actions of the mayor were appealed at a court, but the court did not
    grant the suit, citing some "inaccuracies" in the bid.

    "But according to the requirement of the law, in case of finding
    inaccuracies in a notification application the Mayor's Office was to
    immediately inform the applicants about it and provide them with a
    reasonable period for correcting the inaccuracy," the troika says.

    The three parties conclude: "Thus, the actions of the mayor of Ararat
    and the decision of the court represent clear illegalities and a
    political order. Based on this, we consider that our application
    for holding a rally in V. Sargsyan Square in the town of Ararat on
    October 3 is accepted."
