    ANALYST: WITH NO MECHANISM OF PRESIDENTIAL ELECTIONS EXISTING, ROBERT KOCHARYAN WILL NOT BE ABLE TO DO ANYTHING AT ALL

    Unlike the problematic mechanism of presidential elections,
    parliamentary elections in Armenia do not de facto exist, Director
    of the Armenian Center for National and International Studies Manvel
    Sargsyan told ArmInfo on Monday.

    "Parliamentary elections divide all this process into 131 parts and
    make it much easier for the regime to keep power in its hands. That's
    why the Republicans are so eager to preserve all they have created so
    far: power usurped by one group and definite roles for other ones. If
    everything works well, why not to keep it for one more decade?"

    Sargsayn said.

    In this light, the mechanism of presidential elections is a problem
    for Serzh Sargsyan as change of the criminal lord is a serious step.

    "We all saw what happened on Mar 1 2008, when Kocharyan was replaced
    by Sargsyan. It was not just a conflict between the people and the
    usurpers but a war inside the gang," Sargsyan said.

    He is sure that with no mechanism of presidential elections, Robert
    Kocharyan will not be able to do anything at all as parliamentary
    elections in Armenia are orchestrated by oligarchs who pay big money
    for the seats. "Supposing they give the money to Kocharyan, how will
    he guarantee the seats? The very goal of the constitutional reforms is
    to keep the existing system unchanged. They are changing the legal
    framework just to convince people that they are going to change
    everything, but in fact they are changing nothing," Sargsyan said.
