    RUSSIAN-AZERBAIJANI PLAN WAS LAUNCHED

    The deputy chairman of the Committee of International Affairs of
    the Russian Federal Council Vladimir Jabarov has expressed hope that
    the Eurasian Union will enlarge. "We are setting up good relations
    with Azerbaijan and are expecting constructive cooperation in
    this direction," he said. He reminded that Baku has suspended its
    participation in the Eastern Partnership.

    "If Azerbaijan makes such a decision over time [membership to the
    Eurasian Union], it is the path through which the conflict over
    Karabakh will be resolved, when two countries together will be in
    one economic union," the senator said.

    On October 13 the Russian minister of defense Sergey Shoygu will
    visit Azerbaijan. During the visit it is envisaged to sign the
    Russia-Azerbaijan defense cooperation plan for 2015.

    Earlier, on October 10, a conference was held at the Russian State
    Duma. The Russian members of parliament met with Azerbaijan scientists
    to discuss the "history of Russian-Azerbaijani relations in the process
    of social evolutionism". The Azerbaijani newspapers reported that
    Zhirinovsky, one of the initiators of the conference, has launched
    a campaign for Azerbaijan in Russia after his visit to Baku.

    The press reported that before publication the plan of the Eurasian
    Union included other countries, namely Mongolia and Azerbaijan.

    Armenia was not on the list. The composition of the Eurasian Union
    has changed over time but it does not mean that the initial list has
    been forgotten. Apparently, it is Azerbaijan's time.

    Presently, Azerbaijan can now join the Eurasian Union with which
    it does not have problems. Armenia has agreed to join that union
    with "borders recognized by the United Nations", in other words,
    without Karabakh, as Aliyev demanded on May 29. Hence, Aliyev has no
    reason to be dissatisfied. And it will be possible to launch the old
    Russian-Azerbaijani plan of "lifting the blockade" in the region. By
    joining the Eurasian Union Azerbaijan can open the border with Armenia
    but Karabakh will not be in an "open region" because it does not join
    the Eurasian Economic Union.

    Azerbaijan's membership will not wait long, it will take place as
    soon as Yerevan ratifies the agreement on membership to the Eurasian
    Economic Union. It is possible that Baku will join the Eurasian Union
    simultaneously, and all the issues - both pipelines and defense -
    will be resolved at once.

    Armenia is already a territory of Eurasian responsibility where
    Moscow, Astana and Minsk will make decisions. In the treaty on the
    membership of Armenia there is a clause according to which a country's
    applications leaving the Eurasian Economic Union can leave it upon
    consensus. In other words, Armenia cannot leave the union unless it
    feels danger.

    Baku's joy over Armenia's membership is evidence that the
    Russian-Azerbaijani plan is effective and there is little time till
    "victory". One of the Russian experts, answering the question why
    Russia would need Armenia's membership, answered that Russia needs
    Armenia "behind the back of Georgia and Iran". That's it.

    As soon as Russia deploys troops in Armenia, the latter will lose
    its meaning and all the problems will be resolved through it.
