    The government has invited the Armenian Revolutionary Federation
    Dashnaktsutyun (ARF-D) party to nominate its candidate for the
    independent expert corruption control group.

    However, the party has refrained from its involvement, Artsvik
    Minasyan, an MP of the ARF-D, told reporters on Wednesday.

    "Regardless of the proposal for involvement in the expert group, we
    refrain from nominating our candidate for a number of reasons. The
    first reason is that we have for years had our own proposals for
    battling corruption, which have been ignored."

    The second reason is that the proposed system is inefficient because
    the "Armenian" model has been selected rather than one of the three
    internationally approved models.

    Mr Minasyan noted that a corruption control council was formed as far
    back as 2004 under a presidential decree, and Armenia's government
    is now trying to employ an unclear model.

    "The Armenian model has been approved, the one proposed by the premier
    and the body. No common approach has been found for consensus to be
    reached over it," Mr Minasyan said.

    "One of the first elements is forming an environment. People must
    realize that involving in corrupt practices means much greater damage
    than acting according to the law."

    As to his opinion of the Armenian president's proposal to "grab the
    head" to ensure effective struggle against corruption, Mr Minasyan
    said that the president's words mean nothing if the system does not
    allow the process to start.

    Lernik Alexanyan, an MP of the ruling Republican Party of Armenia
    (RPA), stressed that the government's activities are not restricted
    to the corruption control commission. Constitutional amendments are
    on the agenda, the management system and inspections at different
    institutions.

    "The loopholes conducive to corruption must be stopped," the MP said.

    According to him, Armenia's premier has the will to start the struggle.
