    NO IMPOSING PENALTIES ON JUDGES OVER ECHR RULINGS AGAINST ARMENIA - MINISTER

    Armenia's Minister of Justice Hovhannes Manukyan is concerned over
    the European Court of Human Rights (ECHR) rulings against Armenia,
    which make Armenia pay for local judges' wrong verdicts.

    However, he does not think the problem should be resolved by imposing
    penalties on judges for committing judicial errors.

    "But we cannot propose any mechanisms that are not applied in
    civilized countries. However poor the judicial system is, it is of
    high importance for the country," Mr Manukyan told reporters on Friday.

    The minister advises studying European judicial systems with an
    experience of dozens of years.

    "Nowhere can you see penalties imposed on judges because of an ECHR
    ruling against the state," Mr Manukyan said.

    Armenia's judicial system needs reforming to reduce judicial errors
    to a minimum.

    "Of course, even a perfect judicial system commits judicial errors.

    But we have to enhance our judicial system's efficiency and thus
    reduce judicial errors to a minimum," Mr Manukyan said.
