    PROCESS OF ESTABLISHMENT OF CONSTRUCTIVE DIALOGUE BETWEEN ARMENIA,
    AZERBAIJAN AND TURKEY MAY HAVE NO HAPPY END


    YEREVAN, OCTOBER 8. ARMINFO. The process of establishment of a
    constructive dialogue between Turkey, Armenia and Azerbaijan may have
    no happy end, Executive Director of LINKS NGO (UK) David Summoth
    (name as given) said during the Yerevan NATO Rose Roth seminar today.


    At the same time there is certain progress in Turkey that can be
    beneficial for Armenia. Constructive dialogue requires at least the
    start of public contacts to be turned into inter-department
    commission meetings. The reoperation of Agdam-Nakhichevan-Goris rail
    road and the opening of air communication between Baku and Yerevan
    will also contribute to the establishment of regional cooperation.

    South Caucasian parliamentary initiative will also be useful. Summoth
    criticizes the EU Wider Europe program as it gives no effective ways
    to establish regional cooperation.

    The factor of Russia should also be considered here. Russia is an
    important neighbor and there can be very useful 3+Russia format with
    no Russian dominance.
