    The residents of the capital still pay 125 AMD for water supply. But
    according to the international agreement signed between the RA
    Government and the international organization "General Dezle" the
    Committee Regulating Public Services will (CRPS) will issue new price.

    Consumers will pay 172 AMD per a cubic meter of water in the coming 4
    years with decreasing tendency. That means that in the 10th year the
    price will decrease to 95 AMD. The company will be called "Yerevan
    Water" in Armenia, and it will enjoy the right of utilizing water
    system of the next 10 years on lease bases.

    The Union of Public Protectors (UPP) claims there is no need to
    establish the new price any more as the price is already fixed in
    the agreement, and everything is already formality.

    The UPP accuses the CRPS of attempting to apply other principles of
    submitting permission and fixing price which contradicts RA legislation
    and the order affirmed by the UPP. "A1+" was informed by reliable
    sources that the price is mentioned in the agreement formally and is
    only the approach of the CRPS whereas the decision will be made one
    of these days.

    The agreement is a credit and investment program, and the price will
    increase to 172 AMD and no more.

    According to the agreement, the company is to realize rearmament and
    restoration of technical means, improvement of calculation systems,
    etc.

    Today' roundtable referred to these contradictory questions. The
    participants of the roundtable were the representatives of the
    communities of the capital, UPP, CRPS and NGOs.

    UPP, the "Union of Consumers' Protection" (UCP) and other NGOs also
    blame CRPS for not informing them about the contest and for not
    providing the public participation in it. They claim that now CRPS
    doesn't present the structure of the price. "The arguments presented
    by the CRPS are not convincing for us.

    We voice hope that today's discussion will give reasons for the
    procedure and won't have a formal character. The price was to be
    mentioned not in the agreement but in the appendix of the price
    calculation," noted chairman of UCP Abgar Eghoyan.

    According to Shiraz Kirakosyan, member of CRPS the international
    company "General Denzle" is fully reliable as it has a great experience
    in CIC countries and is well aware of the problems of developing
    countries such as Armenia.

    As for the controversy existing between the order of CRPS, RA
    legislation and this procedure in Shiraz Kirakosyan's opinion there is
    no controversy from legal point of view as these are different things.

    "The company is an organization seeking income, and they fully
    realize their responsibilities. They will counter economic problems
    in case they work badly. On the other hand, the higher the price is,
    the better the quality of services will be," assures Shiraz Kirakosyan.
