    ARMENIAN PM ASSURES DETAILS OF "OFFSHORE SCANDAL" WILL BE MADE PUBLIC

    YEREVAN, June 27./ARKA/. Armenian Prime Minister Tigran Sargsyan said
    Thursday the media sources would get full access to all the details
    related to the so-called "offshore scandal."

    Hetq.am news portal published an article, "Who dispossessed Paylak
    Hayrapetyan of property: offshore trinity," on 29 May raising the
    scandal around Armenian Prime Minister. The article says "WLISPERA
    HOLDINGS LIMITED" offshore company, registered in Cyprus, is co-owned
    by businessman Ashot Sukiasian, Prime Minister Tigran Sargsyan and
    Archbishop Navasard Kchoyan, head of the Ararat diocese of the Armenian
    Apostolic Church.

    The article also informs one of the Armenian commercial banks, with
    the support of the premier, has transferred over $10 million to the
    company's bank account.

    "There is no limits to the imagination of the media sources when they
    invent fairy tales about the offshore zones trying to discredit us. A
    criminal case is open, the law-enforcement bodies are investigating
    the case, and I can assure you that all the answers will be given,"
    Sargsyan said opening the government session.

    He called upon the journalists involved in covering this "scandal"
    to be more conscientious and differentiate the truth fr om lie.

    The premier has also noted all the questions and criticism addressed
    to the government will be appropriately responded to.

    He has clarified, besides the so-called "offshore scandal," there are
    another three topics bumping attack on the government : expenses of
    "Millennium Challenges" fund on the lectures at $14 million, Nairit
    chemical plant, and the recent reports of Armenia's Chamber of Control
    on the performance of the state bodies.

    As to "Millennium Challenges" issue, Sargsyan noted the press office
    of the government had already revealed all the details, however the
    media sources continued speculating on this topic pretty actively.

    "To avoid the further political speculations, I instruct the press
    office of the government to report all the details to the media
    sources about the expenditures once again," he said.

    The premier informed the agreements authorizing these expenditures had
    been reached back in 2007, the American side was the one to announce
    tenders, choose winners, offer grants and implement audit. And it
    was quite pleased with the results.

    "I don't understand what else the media sources want, what their
    claims are," he added.

    Sargsyan has also instructed the press office to reveal the detailed
    information about all deals of Rhinoville company since 2006, when
    the company signed an agreement with the Armenian government.

    Nairit chemical plant was a monopolized producer of chloroprene rubber
    on the territory of the former USSR. In 2006, 90% of its stock was
    sold to British Rhinoville Property Limited consortium at 40 million
    dollars. The rest, 10%, is owned by the Armenian government.

    RhinŠ¾ville Property Lim ited is co-established by "Samex" Polish
    company, American "Intertex" and Russian "Euro Gas."

    As to the recent reports of the Chamber of Control, Sargsyan instructed
    Vache Gabrielyan, head of the government staff, to outline the graph
    for all state bodies to present their stance on the reports to the
    media sources.

    On 13 June Armenia's Chamber of Control reported to the parliament
    about the budget expenditures in 2012. The document revealed serious
    violations and embezzlement of public funds in urban development and
    state procurement spheres. Head of Control Chamber Ishkhan Zaqaryan
    also noted the situation remains the same in many spheres, and from
    year to year the same violations are detected there.--0- - See more at:
