    TATUL MANASERIAN: ARMENIA'S EDUCATIONAL SYSTEM IN NEED OF RADICAL REFORMS

    YEREVAN, AUGUST 16, NOYAN TAPAN. The situation concerning higher
    edication in economic and other spheres is "disastrous in terms of
    corruption", Prof.

    Tatul Manaserian, economist, said at the August 16 press conference.

    "Unfortunately, few of my colleagues do not take bribes: this is an
    illness that prevents new cadres from being well educated." Besides,
    according to him, economists - university lecturers of the middle
    generation are specialized in economics of socialism, and they do
    not yield their place to specialists who have good knowledge of
    market economy.

    In response to a question of NT correspondent, T. Manaserian expressed
    an opinion that Armenia's edicational system is in need of radical
    reforms, particularly, such reforms that have been implemented in
    customs structures and the state automobile inspection of Georgia. "The
    head of the country will wish to do it one day," the economist noted.

    In his words, some Armenian businessmen want to use the potential
    of young specialists with knowledge of market economy. T. Manaserian
    linked the development of the educational system with introduction of
    a knowledge-based style of management in the country, which will boost
    demand for experts with considerable knowledge of market economy. He
    said that the majority of students, who graduate from Armenian higher
    educational institutions by the "state order" system, do not find jobs,
    which means that budgetary resources are wasted.
