    Vafa Guluzade: "Garabag conflict will still be frozen as international
    power forces take no interest in just solving of this problem".

    Talks held to regulate Armenian-Azerbaijani conflict have almost
    come to impasse. The society which lost the trust in OSCE Minsk Group
    co-chairs, mediators between sides, feel the necessity of change the
    talk format.

    Defense of Armenian position by Russian and French co-chairs gives
    the essence to above conclusion. Minister of Foreign Affairs of
    Azerbaijan, Elmar Mamadyarov, holds that the change of talk format
    will bring no result to solve the problem. Accordingly to Minister,
    if OSCE Minsk Group co-chairs representing 3 of 5 member-states of
    UN Security Council, fail to reach the peace then change of talk
    format will bring no results. It should be stated here that despite
    the fact that along with UK and Chine (another two members of UN
    Security Council), OSCE Minsk Group co-chairs, Russia, USA and France
    signed the UN resolutions accordingly to which Armenian military
    forces should leave occupied territories Azerbaijan, now these 3
    member-states prefer to pass these details over. Political scientist,
    head of Fund on Caspian Researches, Vafa Guluzada, thinks that there
    is no format relating to Armenian-Azerbaijani conflict regulation.

    Accordingly to political scientist, who advices to review recent
    history of Azerbaijan, the most sorrowful stage in the history of
    Azerbaijan is giving Zangezur to Armenia. "Azerbaijan was once
    again divided by giving Zangezur to Armenia. The communications
    with Nakhchivan was broken. Today Azerbaijan even doesn't demands
    Zangezur. If there is any talk format on returning Zangezur then
    there is the one on return of the rest territories". Accordingly
    to V. Guluzade, UN Security Council created OSCE Minsk Group to
    conceal its faults. "If you pay attention, co-chairs ignore UN
    Security Council resolutions on Garabagh as if there is no any of
    such resolution at all. It means that co-chairs can't do anything to
    solve this problem. In general, I can say basing on talks which have
    been held up to date there is no perspective of peaceful regulation
    of the problem. If Azerbaijan starts military operations to liberate
    its territories, UN Security Council member-states, OSCE Minsk Group
    co-chairs being blind with regard to Armenian aggression, won't allow
    Azerbaijan to take such step. That is why no change is observed in
    regulation of the conflict in question". V. Guluzade also said that by
    keeping Azerbaijan in uncertainty co-chairs aims to make Azerbaijan
    voluntarily give up fight for its territories. "They believe that if
    Azerbaijani nation which gave such an immense territory as Zangazur
    at the same time dividing this country to Armenia, why shouldn't
    Azerbaijan give up the fight to return Nagorni Garabagh and neighboring
    regions? But they forget that Azerbaijani leadership will never agree
    to sign "peace agreement" proposed by co-chairs". Political scientist
    doesn't rule out that the conflict related situation will remain
    unchanged for a long time. Accordingly to V. Guluzade's forecast the
    conflict will be still frozen, "as international power forces take
    no interest in just solving of this problem. They are endeavoring at
    any cost to make Azerbaijan agree with peace which will be in favor
    of only Armenia, but it is impossible. To say that Minsk Group is
    able to solve the problem is to show lack of knowledge, that is why
    yet there is no solution."
