    NOMINATION STARTS AFTER INAUGURATION

    On October 14 161 communities will vote to municipalities. The voting
    will be held in accordance with the new Election Code. According
    to the legislation, any citizen of Nagorno-Karabakh aged 25 and up,
    registered in the community for at least the past year who has the
    right to vote is eligible to run in the local election, as well as
    the persons provided for by Article 2 of the code.

    The members of the Supreme Court, judges, police officers, officers of
    the national security service, the ministry of defense and the office
    of public prosecutor cannot run in the election of municipalities.

    According to the Election Code, the candidates nominate themselves by
    submitting applications and the receipt of the payment of the election
    deposit to the district election commission. The candidate to the head
    of a community with up to 1000 voters pay 20 times the minimum monthly
    wage, the candidate to the local council pays the minimum monthly wage,
    the candidate to the head of a community with over 1000 voters pays 30
    times the minimum monthly wage, and the candidate to the local council
    pays 2 times the minimum monthly wage. If the candidate is elected
    or gets at least 5 percent of for votes, the election deposit is
    returned to the candidate. If the candidate gets less than 5 percent,
    the deposit goes to the state budget.

    The candidate is elected if he gets the highest percent of votes. If
    only one candidate runs in the election, the candidate is elected if
    over half of the participants of the voting vote for him or her.

    In accordance with the law, the local election is held within 30 days
    after the end of the term of the municipality. The day of the local
    election is appointed by the government no later than 90 days before
    the end of the term of the municipality. The documents necessary for
    nomination are submitted to the district election commission no sooner
    than 30 days before and no later than 25 days before the ballot. The
    candidates are registered no sooner than 25 days and no later than
    20 days before the ballot.

    Hence, the nomination will start on September 14 and last till
    September 19.

    The president will be inaugurated on September 7. A week after the
    inauguration the prime minister will probably be nominated. Everything
    is right, for everyone will have time to make up their mind to run
    or not to run in the local election.
