    Submitted in written form

The Azerbaijani Foreign Minister Elmar Mamedyarov yesterday
reported that the Co-Chairs of the OSCE Minsk Group submitted new
proposals to Armenia and Azerbaijan with regard to the settlement of
the Karabakh conflict. The package consists of 10 proposals.
Mr. Mamedyarov announced that this was done `with the purpose of
preventing possible attempts of avoiding responsibility in future.'
The document was submitted at yesterday's meeting participated by
the Armenian and Azerbaijani Foreign Ministers, the American Co-Chair
of the OSCE Minsk Group Matthew Bryza, the Russian Foreign Minister
Sergey Lavorv and the US Assistant Secretary of State on
    International Issues Nicolas Burns.
The proposals were formulated in written form, with the purpose of
ensuring the on-going nature of the talks in future, i.e. after
holding the presidential elections in both countries,' E. Mamedyarov
    said.
