    THE DISMANTLING SCENARIO FAILS

    The regular demonstration of Armenian Pan National Movement, the
    contents of the speeches and the number of the participants promise
    to be the evidence of the failure of ex-President Levon
    Ter-Petrosyan's open intention to raise a wave of `pan-national
    rebellion' before February 19 elections.
    The reason is apparent - even two months after making a political
    claim for presidency Levon Ter-Petrosyan didn't manage to realize the
    four issues indispensable for the implementation of these goals.
    Which are:
    a) To persuade the state-administration that Levon Ter-Petrosyan's
    return is unavoidable and that they have to leave the sinking ship as
    soon as possible.
    b) To gain the favor of some businessmen to attract the
    pro-governmental powers by making various promises, thus depriving
    them of economic support.
    c) To appear in front of all the influential powers in the
    political domain, even the pro-governmental powers, from the position
    of a temporary - united candidate, whose goal is to `clean the
    stables' and to open a way for the worthy ones through free
    elections, in three years.
    d) Using the atmosphere of the pre-election expectations to
    persuade the people, that only by supporting Levon Ter-Petrosyan is
    it possible to beat the pro-governmental candidate.
    It is evident that despite the intensive efforts during the
    previous two months Levon Ter-Petrosyan and his political team failed
    to put into practice any of the before mentioned four points. Thus:
    a) The state-administrative apparatus is in its previous place,
    from the community governors to simple policemen, they have no
    intentions to `change the camp'.
    b) The only achievement of the business class Khachatur Sukiasyan
    has always been in Levon Ter-Petrosyan's team, which means that it
    can't be considered an achievement of those two-month.
    c) None of the influential pro-opposition parties have accepted
    Levon Ter-Petrosyan's public `invitation' to participate in December
    8 demonstration.
    d) As for the results of the public claim of the `legendary hero'
    that has been `hidden in the cave' for the last 10 years and his
    conviction to win the pro-governmental candidate - the results of the
    recent survey of the famous American organization `Gallup' proved its
    failure. Levon Ter-Petrosyan gained only 2-3% support.
    Thus a situation has been created 2-3 months before the elections,
    in which everyone understands the emptiness of Levon Ter-Petrosyan's
    speeches.
    So, what should they do in such circumstances. To run for the
    coming elections and obtain 2, 3, 4 or at best 5% votes of the
    electorate or to withdraw his candidacy in support of the other
    pro-opposition candidate. Both options will be disgraceful for them
    because from the beginning they have announced that Levon
    Ter-Petrosyan is the only `giant political figure' to beat the
    pro-governmental candidate.
    That is why the only option for Levon Ter-Petrosyan to leave with
    honor is to continue his attack on the administrative, economic, and
    political supports of the government, by all the possible and
    impossible methods. The tougher and the more aggressive their methods
    are, the more opportunities they will have to gain harsh responses.
    And if they manage to make the government more and more nervous, they
    will also manage to exacerbate the internal political situation. And
    to justify their own defeat by making others take certain measures.
    In such circumstances through the slogan `Struggle, Struggle to
    the End' they can force the authorities to start persecutions, which
    will provide an opportunity for Levon Ter-Petrosyan to avoid his
    disgraceful defeat on February 19, thus he can introduce himself as a
    `victim' in Armenia and out of its borders.
    The only thing left to do for Levon Ter-Petrosyan and his team
    members is to take the risk and choose the option of becoming the
    `victim' of the responsive actions of the `criminal administration'.
    Thus at least they can introduce themselves to the coming generation
    with the aureole of a `martyr hero'.
