VARDAN OSKANIAN CONSIDERS PREFERABLE AGREEMENT OVER MADRID DOCUMENT
YEREVAN, DECEMBER 26, NOYAN TAPAN. The document on Nagorno Karabakh
settlement submitted for discussion by the OSCE Minsk Group Co-chairs
is positive and balanced purely in the respect of principles and
diplomacy. It registers the self-determination right of the Nagorno
Karabakh people, which was impossible 8-10 years ago. RA Foreign
Minister Vardan Oskanian stated this in his interview to Shant TV
company on December 25.
On November 29, before the meeting of the OSCE Ministerial Council in
Madrid, Russian and French Foreign Ministers Lavrov and Kouchner and
United States Under-Secretary of State Burns handed a document under
the title "Principles of Peaceful Settlement of the Nagorno Karabakh
Conflict" to the Armenian and Azeri Foreign Ministers and said that
they would like the parties to give consent to the document before the
presidential elections to be held in these countries next year.
V. Oskanian confirmed that the document presented by the Co-chairs
stipulates the principles, over which the parties have reached an
agreement and "average" solutions were offered on issues containing
disagreements. At the same time, the expressed an opinion that the
adoption of that document is not predetermined, as it "still contains
many disputable issues." "It is necessary that all three parties of the
conflict express their opinion over that document," V. Oskanian said.
He emphasized that the wish of all parties involved in the negotiations
process is to lead it to its logical end and to ensure the permanence
of the process irrespective of the result of the presidential elections
to be held in Armenia. In V. Oskanian's words, rather a fair basis has
been created in the process at present and in case of deviating from
it, the process will suffer, which the international community and the
Co-chairs also realize very well.
In Minister's opinion, the adoption of the principles of Madrid
document would be positive, as irrespective of the fact who will be
Armenia's next President, V. Oskanian would not like Armenia to lose
what it has achieved during the negotiations of the past years and to
give Azerbaijan a possibility again to reduce to zero the work done. V.
Oskanian stated that against first RA President Levon Ter-Petrosian's
assertions, this document is progress compared with the previous ones.
In his words, the first RA President is not completely aware of the
document, and it is impossible to decipher it at present.
"I can unequivocally say with the greatest reponsibility that there is
a considerable difference (between this document and document suggested
ten years ago): this is incomparably a different document, as formerly
the Nagorno Karabakh political status was not spoken about at all for
the simple reason that no one permitted us to speak about something
outside Azerbaijan's territorial integrity. The ice is broken today,"
the RA Foreign Minister said.
