    CEC MEMBER SAYS POLICE AND SICK PEOPLE SOURCE OF DOUBLE VOTING

    `Do not have a hope that we will have normal elections because there
    are preconditions for that,' Feliks Khachatryan, Central Electoral
    Committee (CEC) member and representative of Justice Alliance,
    said. In his words, `The authorities have no wish to conduct normal
    election because they are fond of their posts.'

    CEC member said it is not acceptable to say now that the elections are
    faked. He said it should be done during the campaign and
    elections. However, Khachatryan said, `There are plans to fake
    elections.'


    In his words, two harmful things were possible to prevent for these
    election. It was decided to make a note in the military book of the
    soldiers in order to prevent double voting of soldiers. `The military
    books of the soldiers will be stamped so that they cannot go to the
    electoral unit and vote for the second time,' Khachatryan said.

    CEC member said, `The process of pouring extra voter lists have become
    difficult,' saying that voters must put their voter ticket into an
    envelope which must be signed before putting into the bulletin box.

    `Now they cannot even add extra 100 into the bulletin box,'
    Khachatryan said happily.

    Khachatryan warned again double voting as a source of election
    fraud. He said the police and sick people may be potential voters for
    double voting.

    According to the law the citizen registry offices and OVIR must list
    out the police on duty in different election centers from their
    communities and list them in the election centers where they perform
    their duties three days before the elections. `This is practically and
    theoretically not possible. As a result there will be 20,000 people
    more,' Khachatryan said. The same refers to sick people who are in
    hospital. He said they will vote in hospitals and their names should
    be taken out from the community lists.
