HRAYR KARAPETIAN: ADOPTION OF DUAL CITIZENSHIP WILL HAVE NO IMPACT ON EITHER PARLIAMENTARY OR PRESIDENTIAL ELECTIONS' RESULTS

YEREVAN, FEBRUARY 15, NOYAN TAPAN - ARMENIANS TODAY. "Adoption of
dual citizenship in Armenia is first of all a moral matter." Hrayr
Karapetian, RA National Assembly ARFD faction Chairman, made such a
statement at the February 15 press conference.
In his words, representatives of Armenian Diaspora are not guilty
that in order to save themselves from the Genocide they had to
settle in another countries. "If we give them the possibility of
receiving citizenship of Armenia together with the citizenship of these
countries, the historical justice will be restored," Karapetian assured
adding that usage of dual citizenship will give a possibility to our
compatriots having left for abroad in the 1990-s to return to Armenia.
The ARFD faction head said that dual citizenship will contribute to
growth of investments made by the Diaspora in Armenia. In his words,
Diaspora's economic potential has been used partly up to now. One
of its reasons, in Hrayr Karapetian's words, is the fact that the
Diaspora feels itself insulted thinking that in the homeland they
treat it "like a milking cow" demanding making investments and giving
nothing in return.
In the ARFD representative's opinion, dual citizenship will also
solve the problem of replenishing the Armenian army with conscripts,
"as many young people of Diasporan families will prefer serving in
the homeland's army to serving in another states' armies."
H. Karapetian stated that amendment to the law "On Citizenship" will
be approved at NA by the end of February. As he affirmed, the issue
of granting dual citizenship should be determined by the parliament,
which has adopted constitutional amendments containing this provision.
He refuted the opinion that the adoption of the law has a political
implication and is aimed at the forthcoming elections. As the ARFD
faction Chairman affirmed, the adoption of this law can have no impact
either on the parliamentary or presidential elections' results.
"If even in a short term a great number of Armenians from abroad
express a willingness to be granted RA citizenship, this procedure
will take rather long time. Besides, even few dual citizens will
arrive in Armenia for the purpose of taking part in voting here,"
