SPEAKER OF PARLIAMENT: THE PRESIDENT CHALLENGED THE METHOD OF BROADCASTING NATIONAL ASSEMBLY'S WORK, AND NOT THE EXPEDIENCY OF SUCH

Today morning, a meeting of all parliamentary powers was held in
the National Assembly of Armenia (NA) today. The parties discussed
Constitutional Court's (CC) statement that some points of NA's
regulations contradict with the state Constitution. The points concern
Radio and TV reporting of the work of NS.

President Kocharyan submitted some points of NA's regulations for
    consideration to CC.

Today, Speaker Tigran Torosyan told journalists that the parties
agree that the President challenged the methods of the reporting and
not the expediency of such. They also said that the work of NA should
be broadcasted via Public TV Channel till the issue is solved on the
    contract basis.

"It is high time for Parliament to contract with a TV company to cover
its activities," T. Torosyan said. He pointed out that the TV company -
partner of NA, would have to broadcast in the meter-diapason, i.e. in
the range of the whole republic.

"It is definite that the work of the Parliament should be broadcasted
properly, the way it is done in all member-states of the Council
of Europe. We should keep in mind the approaching elections and we
should do our best to save the voting process from falling under a
shadow," the Speaker said. He pointed out that it would be preferable
to postpone CC's discussion of the issue till Armenia's legislation is
set according to the basic norms of the Constitution. "This question
would have found its solution by then," T. Torosyan concluded.

The Constitutional Court declared that some points of NA's regulations
contradict with Constitutional standards. In particular - the point
on broadcasting the whole recording of parliamentary sitting and the
"Parliamentary Hour" program via Public TV Channel.
