RADIK MARTIROSIAN TAKES VIEW THAT RA NAS PRESIDENCY SHOULD HAVE STATUS OF STATE ENTERPRISE

YEREVAN, JANUARY 10, NOYAN TAPAN. Although the final discussion of
the draft concept provisions on reforms in the sphere of science did
not take place, according to the information of Radik Martirosian,
the President of the RA National Academy of Sciences (NAS), this
document was sent to the Armenian government. He said this at the
January 10 press conference which he invited in order to respond to
the opinions expressed by Harutyun Karapetian, the Chairman of the
National Foundation of Science and Advanced Technologies (NFSAT),
during a press conference on the same day.
According to R. Martirosian, he couldn't take part in the discussion of
the document in Tsakhkadzor on December 9-10 because he participated
in an international conference of heads of the academies of sciences
in Egypt. However, in his words, some representatives of the RA
NAS institutes participated in the above mentioned discussion. As a
whole, they and "the whole scientific community presented considerable
proposals and recommendations regarding the draft concept provisions
on reforms in the sphere of science."
As for the opinion expressed by H. Karapetian that the RA NAS should
have status of a creative union, R. Martirosian reminded that this
opinion was also given in the UN Armenia Office's analysis of the
Armenian science. According to the RA NAS President, this analysis was
made under a grant program, in which the NFSAT participated as well.
R. Martirosian said that the RA NAS Presidency should have status of a
state enterprise rather than status of a foundation as it was proposed
in the draft document. He made public several indices characterizing
the efficiency of the academy's activities. Particularly, in 2003-2006,
about 800 articles of employees of 32 institutes of the RA NAS were
published in various famous international magazines, 12-13 monographies
were published abroad a year.
In the words of R. Martirosian, in 2007 the budgetary financing of the
RA NAS Presidency will make an amount equivalent to 600 thousand USD,
half of which will be honorary payments.
