    The well-known British journalist, the the leader of Caucasus program
    of Institute of interpretation of problems of war and peace (IWRP),
    the author of the book "Black garden" Thomas de Waal is struck by
    behaviour of the USA Department of State.

    Asked about the position of the USA State Department about
    the scandals with double change of formula in the report on the
    basic human freedoms, Thomas de Waal answered: "I was recently in
    Washington. I am struck by the fact that the State Department comes
    under pressure from the Pentagon to take a more pro- Azerbaijani
    position and from Congress to take a more pro-Armenian position. It
    was a strange episode that suggested to me that the Karabakh issue
    is still a verbal minefield. I don't know who took the decision". To
    recall, the matter concerns the well-known report, the text of which
    was changed twice by the State Department, first under pressure of
    the Armenian party, then of the Azerbaijani one.

    In response to the question about the position of Great Britain on the
    Karabakh conflict, the journalist recalled that Britain- like almost
    all countries - accepts the territorial integrity of Azerbaijan,
    while also saying that it wants to find a solution to the Karabakh
    dispute that is "peaceful and acceptable to all parties." The problem
    is how to resolve these paradoxes and satisfy everyone".
