    OSCE ARMENIA OFFICE HEAD, AMBASSADOR V. PRYAKHIN'S TERM OF OFFICE ENDS

    YEREVAN, JUNE 5, NOYAN TAPAN. The RA National Assembly Speaker Tigran
    Torosian on June 5 received the Head of OSCE Armenia Office, Ambassador
    Vladimir Pryakhin in connection with the end of Pryakhin's mission,
    NT was informed from the RA National Assembly PR Department.

    The speaker of the RA National Assembly thanked V. Pryakhin, expressing
    confidence that the cooperation traditions achieved during his term
    of office will continue.

    V. Pryakhin expressed his gratitude for warm words and wishes
    and said that thanks to close cooperation with the authorities and
    representatives of civil society, the 44 months of his work in Armenia
    were a period of fruiful activities and success made by democratic
    institutions.

    The ambassador appreciated the May 12 parliamentary elections, noting
    that it was for the first time that opinions of various international
    structures almost coincided in regsitering of the unprecedented
    elections held in Armenia in line with democratic standards. Mr
    Pryakhin pointed out the great contribution of the National Assembly
    and Tigran Torosian to this success, saying that T. Torosian proved
    able to propose correct mechansims of soluitions in all situations.

    The head of the OSCE Armenia Office expressed his satisfaction at the
    fact that thanks to the Constitutional amendments, the role of the
    National Assembly is growing in the country's political life. According
    to him, the OSCE is willing to cooperate with the RA National Assembly
    in the future too, including in the work on improvement of the RA
    Electoral Code, if there is such an issue on the NA's agenda. In
    his opinion, the parliamentary elections showed that the amended
    Electoral Code is a good legal basis for holding democratic elections
    in the presense of a political will and is a good prerequisite for
    registering a success at the upcoming presidential elections.

    V. Pryakhin expressed his regret that the opposition is still weak
    in Armenia. In terms of securing political stability in the country,
    he attached importance to manifestation of the opposition's attitude
    to program issues, noting that the OSCE Office has some work to do
    in this respect.

    Tigran Torosian expressed confidence that the presidential elections
    will also be held in line with democratic standards. He said that
    in case of necessity to improve the Electoral Code, proposals will
    be made in the summer and if necessary amendments will be passed
    in the autumn session. As for the opposition, T. Torosian attached
    special importance to establishemnt of a multiparty system, saying the
    authorities and the opposition are parts of the multiparty system -
    the weakness of one affect the other so much work must be implemented
    for establishing the multiparty system, and it is a common problem
    in all post-Soviet countries.

    During the meeting the sides also discussed other issues of mutual
    interest.
